陕西省自然保护区管护绩效评价研究

【摘要】：随着重视生态文明成为国际共识,我国当前把生态建设纳入国家发展的总体布局的背景下,自然保护区的管护得到相关管理机构的密切关注,然而自然保护区的总体管护现状不容乐观,现有的管护绩效评价体系不够完善,使得对于自然保护区的管护绩效评价等问题亟待研究解决。本文通过梳理国内外自然保护区管护绩效的文献,阐述了可持续发展理论、委托代理理论、集体行动理论和绩效评价相关的理论作为本文的理论支撑,分析了陕西省自然保护区管护绩效评价等方面存在问题及其原因。在理论和现状的基础上,构建了陕西省自然保护区管护绩效评价指标体系,以自然保护区功能和管理基础的角度,从基础配置与安排、保护功能层的管护活动、可持续发展层的管护活动和后勤服务功能层的管护活动的四个维度来选取19个指标,运用层次分析法,两两比较重要性程度,得到判断矩阵,由120专家群体决策,确定其指标的权重。然后随机选取了陕西省7所国家级自然保护区对所构建的管护绩效评价体系进行实证研究,在此基础上提出相应的政策建议。研究结果显示,陕西省自然保护区管护绩效的主要影响因素是自然保护区人为因素的干扰、日常管护和社区共管状况等。由实证分析可知,陕西省自然保护区在基础配置与安排维度的管护绩效取得了一定的成果,但国家补助投资力度、生态旅游开发、社区共管是薄弱环节。总体而言,陕西省自然保护区的管护绩效参差不齐,评分较高的是佛坪和牛背梁自然保护区。本文的创新之处在于,第一,构建全新视角的自然保护区管护绩效评价指标体系;第二,用群体决策法确定指标权重;第三,评价指标中引入社区共管。提出的政策建议是国家要加大对自然保护区的投资力度,自然保护区的管理机构巩固在基础配置维度已取得的成效,同时要加快和深入自然保护区的生态旅游建设,减少自然保护区的人为因素的干扰、改善和加强日常管护和社区共管情况等管护活动。本文对陕西省自然保护区管护绩效评价的研究,对于评价和提高陕西省乃至全国的自然保护区管护绩效具有一定程度上的现实参考价值。
[Abstract]:With the importance of ecological civilization has become an international consensus, China's current ecological construction into the national development of the overall layout of the background, nature reserve management and conservation has received close attention from the relevant management agencies. However, the overall management of nature reserves is not optimistic, the existing management and conservation performance evaluation system is not perfect. Through combing the literature of management performance of nature reserves at home and abroad, this paper expounds the theory of sustainable development and principal-agent theory. As the theoretical support of this paper, the theory of collective action and performance evaluation is used to analyze the problems and their causes in the management and conservation performance evaluation of nature reserves in Shaanxi Province. On the basis of the theory and current situation. This paper constructs the evaluation index system of management and protection performance of nature reserve in Shaanxi Province. From the perspective of nature reserve function and management foundation, the management and protection activities of the protection function layer from the basic allocation and arrangement are discussed. Four dimensions of management activities in sustainable development layer and management activities in logistics function layer were selected to select 19 indicators, and AHP was used to compare the importance of the two levels, and the judgment matrix was obtained. By 120 expert group decision-making, determine the weight of its indicators. Then selected seven national nature reserves in Shaanxi Province randomly to establish the management and conservation performance evaluation system for empirical research. The results show that the main influencing factor of management and conservation performance of nature reserves in Shaanxi Province is the interference of human factors. From the empirical analysis, we can know that Shaanxi nature reserve in the basic allocation and arrangement dimensions of management and conservation performance has achieved some results, but the state subsidies investment, eco-tourism development. Community co-management is a weak link. Overall, Shaanxi nature reserve management performance is uneven, the higher score is Foping and Niubeiliang nature reserve. The innovation of this paper lies in the first. The policy recommendations are that the state should increase investment in nature reserves, nature reserve management organizations to consolidate the effectiveness of the basic allocation dimension. At the same time, we should speed up and go deep into the construction of ecotourism in nature reserves, and reduce the disturbance of human factors in nature reserves. It has practical reference value for evaluating and improving the management and conservation performance of nature reserves in Shaanxi Province and even the whole country.
