地勘事业单位改革背景下298大队业务拓展战略研究

【摘要】：随着我国经济发展进入新常态,经济结构和经济发展方式发生转变,导致对资源的需求下降,地勘单位发展的黄金期缩短。同时,国务院启动了事业单位的分类改革,有经营性质的地勘单位将面临改企的命运。在新的市场环境下,研究地勘事业单位如何根据经营环境和内部条件,抓住机遇,回避威胁,制定有效的业务拓展战略,在改革的大潮的中占领一席之地具有重要的意义。本文以成立有60年之久,在我国核工业发展史上作出重要贡献的广东省核工业地质局二九八大队的发展战略作为案例研究对象,研究广东省核工业地质局二九八大队在地勘事业改革背景下,如何采取有效措施扩展业务、开辟新市场的发展战略。首先,本文将讨论地勘事业单位改革背景下广东省核工业地质局二九八大队实施业务拓展的背景和意义,同时介绍基本概念和分析工具,以及有关战略、地勘事业单位改革等理论综述。其次,运用基本战略分析方法PEST分析法、波特五力分析模型分析广东省核工业地质局二九八大队的业务拓展环境,包括外部环境和内部环境分析。再次,对广东省核工业地质局二九八大队业务拓展进行分析,通过波士顿矩阵对其业务进行分析,得出各类业务的产品性质。通过SWOT分析得出298大队所面临的优势、劣势、机遇和挑战,总结出298大队业务拓展战略的SWOT分析结论。最后结合案例分析结果确定298大队应采用一体化战略以应对目前的困境。最后是本文对广东省核工业地质局二九八大队在发展过程中业务拓展战略的一般性总结和本文的基本建议。本文通过以事业单位分类改革、国有地勘单位战略转型和拓展业务市场等三方面结合为研究重点,综合采用实证研究方法业务拓展理论对案例进行研究,并使用定性和定量等方法进行分析,在确定业务发展方向后,得出298大队应以结构调整为突破口,加大产业结构、产品结构、产权结构、市场结构调整,从而进行横向一体化、纵向一体化业务拓展,确保298大队在新形势下能够顺利实现业务拓展目标。
[Abstract]:As China's economic development has entered a new normal, the economic structure and mode of economic development have changed, resulting in a decline in the demand for resources and a shortening of the golden period for the development of geological prospecting units. At the same time, the State Council has initiated the reform of the classification of public institutions. Geological prospecting units with business nature will face the fate of enterprise transformation. Under the new market environment, we should study how geological prospecting institutions can seize opportunities, avoid threats, and formulate effective business development strategies according to the operating environment and internal conditions. It is of great significance to occupy a place in the great tide of reform. The development strategy of the 298 team of Guangdong Nuclear Industry Geology Bureau, which has made an important contribution to the history of nuclear industry in China, is taken as the case study object, and the 298 team of Guangdong Nuclear Industry Geology Bureau is studied under the background of geological prospecting reform. How to take effective measures to expand business and open up a new market? firstly, this paper will discuss the background and significance of implementing business expansion in the 298 team of Guangdong Nuclear Industry Geology Bureau under the background of geological prospecting institution reform. At the same time, it introduces the basic concepts and analytical tools, as well as the related strategies, geological prospecting institutions reform and other theories. Secondly, using the basic strategic analysis method of PEST analysis, Porter's five-force analysis model analyzes the business development environment of the 298 team of Guangdong Nuclear Industry Geological Bureau, including the external environment and internal environment. Thirdly, the business development of the 298 team of Guangdong Nuclear Industry Geology Bureau is analyzed. Through the analysis of the Boston matrix, the product properties of all kinds of businesses are obtained. The strengths, weaknesses, opportunities and challenges faced by the 298th team are obtained by SWOT analysis. The conclusion of SWOT analysis of 298th team's business development strategy is summarized. Finally, combined with the result of case analysis, it is determined that the 298th team should adopt integrated strategy to deal with the current predicament. Finally, this paper makes a study on the 298 big of Guangdong Nuclear Industry Geology Bureau. The general summary of the team's business expansion strategy in the process of development and the basic suggestions of this paper. The strategic transformation of state-owned geological prospecting units and the expansion of business market are the key points of the research. The empirical research method, business expansion theory, and qualitative and quantitative methods are used to analyze the case. After determining the direction of business development, it is concluded that 298 teams should take structural adjustment as a breakthrough point, increase industrial structure, product structure, property right structure, market structure adjustment, so as to carry out horizontal integration and vertical integration business expansion. To ensure 298 team in the new situation can smoothly achieve business expansion objectives.
