全面建成小康社会目标下就业与工资双增长实现路径研究

【摘要】:十八届五中全会上中国共产党确定了“十三五”规划目标,明确到2020年要实现全面建成小康社会的战略目标。“十三五”时期是决定我党能否完成全面建成小康社会的关键时期。这一时期,中国经济进入稳增长的新常态,然而经济下行压力日益加大,与此同时人口红利渐失,劳动成本不断上升,人均收入也正处于跨越“中等收入陷阱”的关键阶段,这些因素的叠加使得我国经济的持续发展面临着巨大的挑战。当前我国传统企业生产经营困难,民生问题矛盾凸出,尤其是就业和工资问题,而就业和工资不断增长是民生普遍诉求,也是企业生产经营面临的难题,但同时也是促进经济可持续增长的重要因素。因此研究就业和工资双增长实现路径问题,对于如期实现全面建成小康社会有重大的理论和现实意义。本文分六章对全面建成小康社会目标下的就业与工资双增长的实现路径问题进行了探讨。首先是简述研究背景、意义,研究现状、方法和创新及不足,接着就对就业与工资的各流派理论进行综述,并分析出我国当前就业与工资的决定形式,然后从宏观和微观层面对当前全面建成小康社会目标下的就业与工资增长的现状及问题进行了深入分析。接着从技术进步、资本存量和工资三个方面对就业的影响进行了理论和实证分析,理论分析认为技术、资本和工资对就业的影响都有两面性,需要结合现实状况进行具体分析。本文基于状态空间模型对我国就业与工资的长期动态关系进行了分析,通过对我国1980-2016年的实际工资和就业人数的实证分析,得出就业增长与工资增长的关系大体上经历了从负相关-不相关-正相关的动态过程;经济增长、实际工资增长和就业增长呈现出非一致性,经济增长速度和实际工资增长速度远远高于就业增长速度,并且经济和实际工资的增长对就业增长的拉动作用呈现出减弱的趋势。最后,本文从深化供给侧结构性改革和人力资本驱动的技术进步视角提出了就业与工资双增长的实现路径。在此基础上从优化产业结构、提升人力资本素质、调整收入分配结构、促进技术进步和等方面提出了可行性的建议。
[Abstract]:At the Fifth Plenary session of the 18th CPC Central Committee, the Communist Party of China set the target of "the 13th Five-Year Plan" and the strategic goal of building a well-off society in an all-round way by 2020. The Thirteenth five-year Plan period is the key period to determine whether our Party can complete the building of a well-off society in an all-round way. During this period, China's economy entered a new normal of steady growth. However, the downward pressure on the economy is increasing day by day. At the same time, the demographic dividend is gradually losing, the labor costs are constantly rising, and the per capita income is also in the crucial stage of crossing the "middle-income trap." The superposition of these factors makes the sustainable development of our economy face enormous challenges. At present, the production and operation of traditional enterprises in our country are difficult, and the contradictions of people's livelihood, especially employment and wages, are highlighted, and the increasing employment and wages are the common demands of the people's livelihood, and are also a difficult problem faced by enterprises in their production and operation. But it is also an important factor to promote sustainable economic growth. Therefore, it is of great theoretical and practical significance to study the path of dual growth of employment and wages for realizing the goal of building a well-off society in an all-round way on schedule. This article divides into six chapters to discuss the way to realize the double increase of employment and wages under the goal of building a well-off society in an all-round way. First of all, the research background, significance, research status, methods, innovations and deficiencies are briefly described. Then the theories of employment and wages are summarized, and the decision forms of employment and wages are analyzed. Then the present situation and problems of employment and wage growth under the goal of building a well-off society in an all-round way are analyzed from the macro and micro levels. Then it makes theoretical and empirical analysis on the influence of technology, capital stock and wages on employment. The theoretical analysis shows that technology, capital and wages have two sides to the employment, which need to be analyzed in combination with the actual situation. Based on the state space model, this paper analyzes the long-term dynamic relationship between employment and wages in China, and analyzes the real wages and the number of employed people in China from 1980 to 2016. It is concluded that the relationship between employment growth and wage growth has generally experienced a dynamic process from negative correlation to irrelevant positive correlation, and that economic growth, real wage growth and employment growth show inconsistency. The economic growth rate and the real wage growth rate are far higher than the employment growth speed, and the economic and the real wage growth to the employment growth function present the weakening tendency. Finally, from the perspective of deepening supply-side structural reform and technological progress driven by human capital, this paper puts forward the path to achieve both employment and wage growth. On this basis, some feasible suggestions are put forward from the aspects of optimizing the industrial structure, improving the quality of human capital, adjusting the structure of income distribution, promoting technological progress and so on.
