农民工等人员返乡创业形式发凡

【摘要】：在中央和地方一系列支持性政策的推动下,农民工等人员返乡创业活力明显增强,其创业类型主要包括发展家庭农场、发展农村电商、发展农产品加工业和发展休闲农业等。农民工等人员返乡创业的四种类型均取得了较好的成效,但发展过程中也面临资金、人才、用地、服务等方面的瓶颈。下一步,应引导返乡创业的高能要素不断集聚,扶持返乡创业的产业企业融合发展,完善返乡创业的包容性制度政策体系,健全返乡创业的普惠性公共服务体系,以此构建支持农民工等人员返乡创业四种类型的长效机制。
[Abstract]:Driven by a series of supporting policies from the central and local governments, migrant workers and other workers returned to their hometown to start their own businesses. The main types of entrepreneurship include the development of family farms, the development of rural e-commerce, the development of agricultural products processing industry and the development of leisure agriculture, and so on. The four types of migrant workers who return to their hometown to start their own businesses have achieved good results, but in the process of development they also face bottlenecks in the aspects of funds, talents, land use and services. In the next step, we should guide the gathering of high-energy elements of returning entrepreneurship, support the integration and development of returning enterprises, improve the inclusive system and policy system, and improve the inclusive public service system. In this way, four types of long-term mechanism to support migrant workers and other people returning home to start their own businesses.
