经济新常态背景下国有企业创新机制研究

【摘要】：在经济发展新常态背景下,我国多年来依靠高投资、高投入保持经济高速发展的模式,无法继续维持我国今后经济的快速发展,已不再符合中国经济发展要求,经济发展需要新的“增长引擎”。而一个国家的自主创新能力,是衡量一个国家现代化与科技实力的重要标志,也是社会经济发展最本质的驱动力。在我国经济发展的新阶段,国有企业要以时不我待的责任精神自上而下建立起高效的创新机制,坚定而扎实地增强自主创新能力。从长期来看,一个国家的创新能力将最终由这个国家的企业创新能力所决定,而一个企业的创新能力将最终由这个企业的创新机制所决定。国有企业经过多年的改革与发展,创新能力有了很大的提高,也取得了较大的成就,近年来,我国大多数的科技进步奖都由央企和国有企业获得,足以证明这一点。但客观来讲,在与国外一些知名的优秀企业相比,我国国有企业还存在创新动力不足、创新效率不高等问题,造成此情况最本质的原因就是国有企业还没建立起有效稳定的创新机制。因此,在经济新常态背景下,对国有企业的创新机制进行系统地研究,有助于为我国国有企业改革和发展提供有益的借鉴和指导,而且对于新时期我国经济转型升级也具有重要作用。本文首先总结国内外的学者关于企业创新机制的相关研究,并介绍了在分析国有企业创新机制问题时所涉及的经济学理论。其次,本文将国有企业创新机制系统分为创新动力机制、创新运行机制和创新保障机制,并且分析了创新机制中存在的多个贯穿整个创新过程的影响因素的作用。在此基础上笔者构建了国有企业创新机制模型,并分析了各个子机制之间的相互关系以及运行机理。再次,本文分析了国有企业创新机制的现状,然后根据其创新机制的特点,对国有企业创新机制的主要影响因素进行实证检验,实证结果显示,增加国有企业内部创新支出、政府财政拨款和增加创新人才的比例,对于保障国有企业创新机制有效运行,提高国有企业创新能力具有显著的正效用。最后,本文根据理论分析和实证检验的结果,针对国有企业创新机制现状和特点提出相应建议和对策。
[Abstract]:In the context of the new normal economic development, our country has for many years relied on the pattern of high investment and high investment to maintain the rapid economic development of our country, and can not continue to maintain the rapid economic development of our country in the future, which no longer meets the requirements of China's economic development. Economic development needs a new engine of growth. The independent innovation ability of a country is an important symbol of measuring a country's modernization and scientific and technological strength, and the most essential driving force of social and economic development. In the new stage of China's economic development, state-owned enterprises should set up an efficient innovation mechanism from top to bottom in the spirit of responsibility, and strengthen their independent innovation ability firmly and solidly. In the long run, the innovation ability of a country will ultimately be determined by the innovation ability of the enterprise in this country, and the innovation ability of an enterprise will ultimately be determined by the innovation mechanism of the enterprise. After many years of reform and development, the innovation ability of state-owned enterprises has been greatly improved, and has made great achievements. In recent years, most of the scientific and technological progress awards in our country have been obtained by central enterprises and state-owned enterprises, which can prove this point. But objectively speaking, compared with some well-known foreign excellent enterprises, our state-owned enterprises still have problems such as insufficient innovation power and low innovation efficiency. The most essential reason for this is that the state-owned enterprises have not established an effective and stable innovation mechanism. Therefore, in the context of the new normal state economy, a systematic study of the innovation mechanism of state-owned enterprises will be helpful to provide useful reference and guidance for the reform and development of state-owned enterprises in China. And for the new era of China's economic transformation and upgrading also has an important role. This paper first summarizes the relevant research on the innovation mechanism of enterprises at home and abroad, and introduces the economic theory involved in the analysis of the innovation mechanism of state-owned enterprises. Secondly, this paper divides the innovation mechanism system of the state-owned enterprises into the innovation motive mechanism, the innovation operation mechanism and the innovation safeguard mechanism, and analyzes the function of many influencing factors which run through the whole innovation process in the innovation mechanism. On this basis, the author constructs the innovation mechanism model of state-owned enterprises, and analyzes the relationship and operation mechanism of each sub-mechanism. Thirdly, this paper analyzes the current situation of the innovation mechanism of state-owned enterprises, and then according to the characteristics of the innovation mechanism of state-owned enterprises, carries on the empirical test to the main influencing factors of the innovation mechanism of state-owned enterprises. The empirical results show that the internal innovation expenditure of state-owned enterprises is increased. The allocation of funds by the government and the increase of the proportion of innovative talents have significant positive effects on ensuring the effective operation of the innovation mechanism of the state-owned enterprises and improving the innovation ability of the state-owned enterprises. Finally, according to the results of theoretical analysis and empirical test, this paper puts forward corresponding suggestions and countermeasures in view of the present situation and characteristics of the innovation mechanism of state-owned enterprises.
