【摘要】:从烟草行业面临的压力来看,控烟浪潮席卷全球,公共场所禁止吸烟世人皆知,烟草行业是“夕阳产业”已成共识。政府、公众对烟草等国家垄断行业高度关注,公众要求打破垄断的呼声日渐高涨,政府对推进垄断改革也有所谋划,烟草行业在不久的将来将面临着体制的挑战。此外,随着市场经济体制的逐渐完善,工业企业、烟农、客户、不法烟贩、替代品、消费者等各利益相关者也对烟草商业企业构成了一定的威胁。从内部存在的问题看,河北工业烟草有限责任公司当前面临着一些深层次的矛盾。如:如何解决专卖体制下的市场化程度不足、效率不高、活力不够的问题;如何处理好市公司与各县区营销部的关系、平衡好相互之间的利益问题;如何界定上下级之间、部门之间的职能职责、审批权限问题;如何调动各基层单位、广大干部职工积极性问题;如何解决全河北烟草成本费用居高不下、效益潜力挖掘不够等问题;如何打造独具特色的企业文化,用文化促进企业持续健康快速发展问题等。只有通过发展战略的研究,才能解决这些深层次问题。因此本研究以河北中烟工业有限责任公司为研究对象,通过运用文献分析法、访谈法、系统分析法,同时采用SWOT分析、PEST分析工具对该企业目前所面临的市场环境进行分析和梳理,旨在找出提升企业竞争力的突破口。本研究共分为五部分,第一部分阐述河北中烟有限责任公司发展战略研究的宏观背景以及研究的理论意义和实践意义。并提出本研究的研究思路和技术路线;第二部分通过对国内外烟草行业的文献综述,分析得出目前国内外烟草公司在发展战略规划上的现状,并且运用相关理论以及PEST、SWOT分析工具对河北中烟工业有限公司的发展战略进行分析,然后将该公司的发展战略与国外烟草公司进行对比分析;第三部分通过对河北中烟有限责任公司的内部优势与劣势以及面临外部环境的机会与威胁进行分析,找出该公司发展战略规划的着力点与突破点;第四部分确立出新的战略指导思想,制定出未来该公司的发展目标与规划,确立出该公司未来的战略重心;第五部分主要针对河北中烟有限公司目前的实际管理现状,为保障前文提出的企业发展战略得到顺利有效的实施,从战略指导思想、党组建设、管理信息化建设、人力资源保障、业绩考核制度以及企业文化的建设上入手采取有效的保障措施。最终,本研究得出相应结论。
[Abstract]:From the pressure faced by the tobacco industry, the wave of tobacco control has swept the world, public places are known to ban smoking, tobacco industry is a "sunset industry" has become a consensus. The government and the public pay close attention to the state monopoly industry such as tobacco, and the public demands to break the monopoly increasingly. The government also plans to push forward the monopoly reform. The tobacco industry will face the challenge of the system in the near future. In addition, with the gradual improvement of the market economy system, industrial enterprises, tobacco farmers, customers, illegal tobacco vendors, substitutes, consumers and other stakeholders have also posed a certain threat to tobacco commercial enterprises. From the internal problems, Hebei Industrial Tobacco Co., Ltd. is facing some deep-seated contradictions. For example, how to solve the problems of insufficient marketization, low efficiency and insufficient vitality under the monopoly system; how to deal well with the relationship between city companies and county, district and marketing departments, and how to balance the interests of each other; and how to define the relationship between top and lower levels, How to arouse the enthusiasm of cadres and workers at the grass-roots level, how to solve the problem of high cost and low benefit potential of tobacco in Hebei province; How to create a unique corporate culture, with culture to promote sustainable, healthy and rapid development of enterprises and so on. Only through the research of development strategy can we solve these deep problems. Therefore, this research takes Hebei Zhongyan Industry Co., Ltd. as the research object, through the use of literature analysis, interview method, system analysis method, At the same time, SWOT analysis and pest analysis tools are used to analyze and comb the market environment faced by the enterprise, in order to find out the breakthrough to enhance the competitiveness of the enterprise. This research is divided into five parts. The first part describes the macro background, theoretical and practical significance of the research on the development strategy of Hebei Zhongyan Co., Ltd. In the second part, through the literature review of tobacco industry at home and abroad, the status quo of the development strategy planning of tobacco companies at home and abroad is analyzed. The development strategy of Hebei Zhongyan Industry Co., Ltd. is analyzed by using relevant theory and PEST-SWOT analysis tool, and then the development strategy of Hebei Zhongyan Industry Co., Ltd is compared with that of foreign tobacco companies. The third part analyzes the internal advantages and disadvantages of Hebei Zhongyan Co., Ltd., and the opportunities and threats facing the external environment, and finds out the focus and breakthrough point of the company's development strategic planning. The fourth part establishes the new strategic guiding ideology, formulates the future development goal and plan of the company, establishes the future strategic center of the company, the fifth part mainly aims at the present actual management situation of Hebei Zhongyan Co., Ltd. In order to ensure the smooth and effective implementation of the enterprise development strategy put forward above, from the strategic guiding ideology, the party group construction, the management information construction, the human resources guarantee, Performance appraisal system and the construction of corporate culture to take effective measures. Finally, the conclusion is drawn.
