ZY公司中层领导干部胜任能力研究

【摘要】:随着经济全球化的加速发展,国内国际企业间的竞争越来越激烈,对企业管理人员的要求越来越高,而作为国家的经济命脉、经济支柱,国有企业的发展壮大关系国民经济的持续发展,新的历史条件下,以习近平同志为核心的党中央提出了“优化领导干部知识结构和专业结构”的要求,对提升国有企业领导干部胜任能力提出了更高的标准。国有企业中层领导干部的素质和能力,直接影响着企业决策上传下达、经营目标有效落实。中层领导干部的胜任能力,对企业发展壮大带来直接影响。如何客观评价国有企业中层领导干部素质,使他们更能够胜任其在大型国企中的职位,是现阶段企业高管面临的富有挑战性的问题之一。ZY公司作为典型的国有特大型企业,对国民经济发展起着重要作用,其中层管理人员胜任能力,影响更代表着国有企业中层管理人员胜任能力。本文以ZY公司中层管理人员为研究对象,分析ZY公司中层管理人员存在的胜任能力方面的问题,并找到问题原因和解决办法。首先,通过国内外文献综述,总结提炼了国内外学者提出的关于胜任能力的相关概念和理论,还从各类文献中对胜任能力评价体系进行了重点学习掌握。第二,通过胜任能力相关概念的学习研究,总结提炼,得到项初始胜任能力要素,通过德尔菲法进行重要性筛选后得到ZY公司中层管理人员胜任能力要素共20项,运用归类化处理建立起ZY公司中层管理人员胜任能力评价标准;第三,通过问卷调查法对ZY公司中层管理人员胜任能力现状进行评估,找出目前ZY公司在中层管理人员胜任能力评估方面存在的问题,然后进行了深层次的原因分析。第四,通过行为事件访谈技术(BEI),采用结构化访谈技术以及模块化的记录方式,对ZY公司各主要业务板块部分中层领导干部进行了访谈和实证分析,并进行了胜任能力的评估,得到评分较低的几个因子,最后针对存在问题的原因提出改进措施。
[Abstract]:With the accelerated development of economic globalization, the competition between domestic and international enterprises is becoming more and more intense, and the requirements for enterprise managers are becoming higher and higher. As the lifeblood of the country's economy, the economic pillar, The development of state-owned enterprises is related to the sustained development of the national economy. Under the new historical conditions, the Party Central Committee, with Comrade Xi Jinping as the core, has put forward the requirement of "optimizing the knowledge structure and professional structure of leading cadres." A higher standard has been put forward to enhance the competence of leading cadres in state-owned enterprises. The quality and ability of middle-level leading cadres in state-owned enterprises directly affect the decision-making and effective implementation of business objectives. The competence of middle-level leading cadres has a direct impact on the development and growth of enterprises. How to objectively evaluate the quality of middle-level leading cadres in state-owned enterprises and make them more competent in their positions in large state-owned enterprises is one of the challenging problems faced by senior executives at present. It plays an important role in the development of national economy. This paper takes the middle-level managers of ZY Company as the research object, analyzes the competency problems of the middle-level managers in ZY Company, and finds out the causes of the problems and the solutions to the problems. First, through the domestic and foreign literature review, summarized and refined the domestic and foreign scholars about the competence related concepts and theories, but also from all kinds of literature on competency evaluation system focus on learning and mastering. Second, through the study of competency related concepts, summarize and refine, get the initial competency elements, through Delphi method to select the importance of the mid-level managers of ZY total of 20 competency elements. Using categorization to establish the ZY company middle-level management competency evaluation criteria; third, through the questionnaire survey to evaluate the status quo of ZY mid-level managers competency, This paper finds out the problems existing in the competency evaluation of middle managers in ZY Company, and then makes a deep analysis of the causes. Fourth, through the behavior event interview technology, (BEI), adopts the structured interview technology and the modularization record method, has carried on the interview and the demonstration analysis to the ZY company each main business section part middle level leader cadre, and has carried on the competency appraisal. Several factors with low score were obtained. Finally, the improvement measures were put forward for the reasons of the problems.
