反倾销与中国出口产品质量升级:以美国对华贸易反倾销为例

【摘要】：采用1995-2014年美国对中国反倾销案例HS编码六分位数据,本文对反倾销对中国出口产品质量的影响进行了研究。研究结果表明:反倾销调查对中国出口产品质量具有较大的负面影响,其中,肯定性裁决和征收反倾销税对裁决后第一年的出口产品质量的负面影响最大,这种负面影响在随后的年份里逐渐得到缓和,研究结果同时显示,否定性裁决对涉案产品质量提升有一定的促进作用。反倾销不仅仅对中国企业的出口数量产生了不利影响,对中国企业的出口质量也产生了显著的抑制作用,这使得反倾销对中国出口的损害进一步扩大,这就提醒我们对申诉国的反倾销调查,绝不能一味地消极回避,而应该积极应诉,以避免反倾销裁定成立后对中国出口产品质量升级不可逆的负面影响。
[Abstract]:Based on the six quartile data encoded by HS from 1995 to 2014, this paper studies the impact of antidumping on the quality of China's export products. The results show that the anti-dumping investigation has a great negative impact on the quality of China's export products. Among them, the affirmative ruling and the imposition of anti-dumping duties have the greatest negative impact on the quality of export products in the first year after the award. The negative effect was gradually moderated in the following years, and the results also showed that the negative decision could promote the quality improvement of the products involved. Anti-dumping not only has a negative impact on the export quantity of Chinese enterprises, but also has a significant inhibitory effect on the export quality of Chinese enterprises. This has made anti-dumping damage to China's exports further expanded. This reminds us that the anti-dumping investigation of the appellate country should not blindly avoid passively, but should actively respond to the lawsuit, so as to avoid the negative impact of the anti-dumping ruling on the quality upgrade of China's export products irreversibly after the establishment of the anti-dumping ruling.
