雄峰制革有限公司清洁生产管理体系构建研究

【摘要】:随着经济的飞速发展,原本的粗放型经济发展模式已经无法满足人们对于环境保护的要求。现如今环境污染屡屡见报,人们的环境保护意识逐步加强。对于企业来说,经济效益和环境效益协调发展,走可持续发展道路已经是共识。晋江市作为国家级生态市,将绿色发展作为城镇发展的主旋律。如何在经济发展与环境保护中取得平衡,一直以来都是晋江市政府在追求的目标。而制革行业是晋江市经济发展的支柱产业之一,以牛皮为主原料进行加工处理。雄峰制革有限公司主要进行蓝湿皮加工,产生的制革废水是一种高浓度有机废水,其中含铬废水主要污染因子为三价铬、总铬;综合废水主要来源于复鞣工序及地表冲洗废水,主要污染因子为pH、COD、SS、色度、油类等。本文通过对雄峰制革有限公司进行研究,对如何构建清洁生产管理体系进行了详细的策划。论文在清洁生产管理体系、ISO14000环境管理体系、PDCA循环等理论指导下,构建了以现状分析、筹划与组织、目标与方案、考核评审、效益评价为主要内容的清洁生产管理体系。主要研究内容有:首先,通过对企业的现状分析找出企业存在的问题和不足;其次,通过筹划和组织,建立一个以最高领导为组长的体系运行小组,对于清洁生产管理体系的正常运行起到关键性作用;再次,通过确立清洁生产管理体系需要达到的目标,制定相应的工作方案,并且为了该方案能够被员工积极执行建立了相应的考核和奖励制度。最后,通过对建立清洁生产管理体系的经济效益、环境效益、社会效益进行分析,确保企业能够积极地建立并持续的将该体系稳定的运行下去。可以看出,通过建立清洁生产管理体系,可以在保护环境的同时取得良好的经济效益、环境效益和社会效益。从长远来看,能够提高企业的竞争力。本文通过对雄峰制革有限公司构建清洁生产管理体系进行研究,旨在为晋江市制革企业进行清洁生产管理提供理论和实践依据,并探索出一个符合企业利益的清洁生产管理体系。同时希望能够对晋江市其他污染企业节能、降耗、减排起到一定的借鉴作用,共同为打造适宜居住的城市生活环境贡献一份力量。
[Abstract]:With the rapid development of economy, the original extensive economic development model has been unable to meet the requirements of environmental protection. Nowadays, environmental pollution is frequently reported, and people's awareness of environmental protection is gradually strengthened. For enterprises, the coordinated development of economic and environmental benefits, sustainable development has been a consensus. Jinjiang as a state-level ecological city, green development as the main theme of urban development. How to strike a balance between economic development and environmental protection has always been the goal pursued by Jinjiang Municipal Government. Leather industry is one of the pillar industries of Jinjiang city's economic development. Xiong Feng Tannery Co., Ltd. mainly carries on the blue wet skin processing, the tannery wastewater produced is a kind of high concentration organic wastewater, the main pollution factor of the chromium-containing wastewater is trivalent chromium, total chromium; The synthetic wastewater mainly comes from retanning process and surface washing wastewater. The main pollution factors are pH,COD,SS, chromaticity, oil and so on. Based on the research of Xiong Feng Tannery Co., Ltd, this paper makes a detailed plan on how to construct cleaner production management system. Under the guidance of Cleaner production Management system, ISO14000 Environment Management system and PDCA cycle, this paper constructs a Cleaner production Management system which is composed of current situation analysis, planning and organization, objectives and schemes, assessment and evaluation, and benefit evaluation. The main research contents are as follows: first, through the analysis of the current situation of enterprises to find out the problems and shortcomings of enterprises; Secondly, through planning and organizing, establishing a system operation team with the highest leader as the leader plays a key role in the normal operation of cleaner production management system. Thirdly, through the establishment of the Cleaner production Management system to achieve the goals, to formulate the corresponding work plan, and in order to be able to be actively implemented by the staff to establish a corresponding assessment and reward system. Finally, by analyzing the economic, environmental and social benefits of establishing a cleaner production management system, we can ensure that the enterprise can actively establish and continue to run the system stably. It can be seen that by establishing cleaner production management system, good economic, environmental and social benefits can be obtained while protecting the environment. In the long run, it can improve the competitiveness of enterprises. This paper studies the construction of cleaner production management system in Xiong Feng Tannery Co., Ltd. in order to provide theoretical and practical basis for clean production management of leather enterprises in Jinjiang. And to explore a clean production management system in line with the interests of enterprises. At the same time, I hope to be able to other pollution enterprises in Jinjiang City energy saving, consumption reduction, emission reduction play a certain reference role, together to create a livable urban living environment contribution to a force.
