信息技术与社会主义新农村建设问题研究

【摘要】：从第一次工业革命开始，，人类的科学技术发生了翻天覆地的变化。从蒸汽机到电话，再到信息网络技术的发展，人类所走过的坎坷道路及所取得的成就，无不体现出现代社会是一个以科学技术造就而成的社会。席卷全球的科学技术革命给人类世界带来了万千气象，给人类带来了璀璨的文明。 21世纪是信息化的时代，自1993年9月，美国率先推出“信息高速公路计划”开始，日本及西欧的一些发达国家也纷纷效仿，陆续推出了应对全球化信息浪潮的科技战略。我国是一个拥有十几亿人口的超级大国，其中农业人口所占比重最大，占全国总人口的70%，因此解决农村建设问题就成为我国努力实现全面发展地关键。2005年10月11日，中国共产党第十六届中共委员会第五次会议通过《中国共产党第十六届中共委员会第五次会议公报》，公报的一个重点就是提出社会主义新农村建设。可见,促进新农村建设是解决三农问题的一个重要决策。而如何运用信息技术保障新农村建设顺利进行又成为当今我国发展的重中之重。本文由五部分组成。第一章主要对信息及信息技术做简单的介绍，因为想要合理运用信息及信息技术，必须对其有必要的理解和认识。第二章简单介绍了近几年我国中东部地区经济、社会和文化方面所取得的些许成就，同时指出在新农村发展过程中所暴露的不足之处。第三章从信息技术的优势入手，分析信息技术对推进新农村发展建设所起到的积极作用。第四章介绍了我国在推进农业信息化进程时所产生的问题，并对这些问题提出解决建议。第五章是结论和展望，总结了本文所得出的主要观点以及文章的不足之处，以及今后仍要继续深入研究的问题。
[Abstract]:Since the beginning of the first Industrial Revolution, human science and technology have undergone earth-shaking changes. From steam engines to telephone, to the development of information network technology, the bumpy road that mankind has taken and the achievements it has made. The revolution of science and technology sweeping the world has brought thousands of weather to the human world and brought bright civilization to mankind. 21th century is the era of information technology. Since September 1993, the United States took the lead in launching the "Information Superhighway Plan", and some developed countries in Japan and Western Europe have also emulated one after another and put forward the scientific and technological strategy to deal with the tide of information globalization one after another. China is a superpower with a population of more than one billion, of which the proportion of agricultural population is the largest, accounting for 70% of the total population of the country. Therefore, solving the problem of rural construction has become the key to our country's efforts to achieve comprehensive development. In October 11th 2005, At the 5th session of the 16th CPC Committee, the "communiqu 茅 of the 5th session of the 16th CPC Committee" was adopted. One of the key points of the communique is to propose the construction of a new socialist countryside. To promote the construction of new countryside is an important decision to solve the problem of agriculture, rural areas and farmers, and how to use information technology to ensure the smooth development of new rural construction has become the most important part of the development of our country. This paper is composed of five parts. The first chapter mainly introduces information and information technology, because it wants to use information and information technology reasonably. The second chapter briefly introduces the economic, social and cultural achievements in the central and eastern part of China in recent years. At the same time, it points out the shortcomings exposed in the process of new rural development. Chapter three starts with the advantages of information technology. This paper analyzes the positive role of information technology in promoting the development and construction of new rural areas. Chapter 4th introduces the problems arising in the process of promoting agricultural informatization in China, and puts forward some suggestions to solve these problems. Chapter 5th is the conclusion and prospect. This paper summarizes the main points of view and the shortcomings of the paper, as well as the problems that should be further studied in the future.
