房地产建设项目建设方与监理方的协同管理研究

【摘要】：我国的建设工程监理制度自1988年开始试行至今已有25年了。在这25年里，建设工程监理经历了从试点到全面推广的发展过程，建设工程监理制度也经历过不断的改进和完善，逐渐形成了与我国国情相适应的特色，并且在法规方面，国家制定了《建筑法》、《建设工程监理规范》等等一系列的法律法规以支持建设工程监理的发展。对于一个普通的建设项目，如房地产建设项目，基本的项目参与方有建设单位、监理单位、施工单位、勘察单位、设计单位等五方主体。五方主体之间在项目发展过程中都会发生各种联系。监理单位只与建设单位存在合同关系，其与建设单位之间是“工程师与业主”的关系，建设单位和监理单位的项目管理均属于业主方项目管理的范畴。对于监理单位而言，与建设单位之间的关系协调是其工作的重中之重，决定着监理工作能否顺利实施；同时，对于建设单位而言，能否控制项目的发展，达到预期的各项目标，也往往取决于其与监理单位的协同工作情况。所以，建设单位与监理单位之间的协同管理工作，是项目参与各方之间协同工作的关键核心。本文以常见的房地产建设项目为例，考察目前国内的建设项目情况，，以系统论、控制论、组织论为理论依据，针对建设方较为深度介入管理的房地产建设项目，分析建设方和监理方之间的各种关系，明确双方的分工、职责和义务，探讨双方协同工作的模式和要点，并提出项目后评估的依据等。通过本文的研究，目的是在理论上和实际操作上更好地指导建设方和监理方在项目发展中的协同管理工作。
[Abstract]:In the past 25 years , the supervision system of the construction project of our country has been from the beginning of 1988 to 25 years . During the past 25 years , the supervision system of the construction project has experienced continuous improvement and improvement , and has gradually formed its own characteristics in accordance with the national conditions of our country , and in terms of the regulations , the State has formulated a series of laws and regulations , such as the Construction Project Supervision Code , and so on , so as to support the development of the construction project supervision . For a common construction project , such as real estate construction project , the basic project participants have five main bodies , such as construction unit , supervision unit , construction unit , investigation unit and design unit . Taking the common real estate construction project as an example , this paper studies the current situation of the construction project in China , based on systematic theory , cybernetic and organizational theory , analyzes the relationship between the building party and the supervision party , analyzes the relationship between the building party and the supervision party , and clarifies the division , responsibility and obligation of the two parties , discusses the mode and key points of the cooperation between the two parties , and puts forward the basis for the post - project evaluation . Through the research in this paper , the purpose is to better guide the construction party and the supervision party in the project development in theory and practice .
