【摘要】：预算管理经过近百年的发展和创新,逐步成为一套比较完善的管理系统,它具有相对完善的组织体系、业务流程,并融合于企业的投资决策、经营管理、绩效评价等管理活动中,通过促使企业战略落地等职能的发挥,在企业制定并实施近远期战略目标、整合和优化资源配置,提升经营效率,监控运行状况,实施绩效考核与评价等方面有重要作用,已成为企业经营管理的重要方法。房地产业已发展成为我国经济的支柱行业,且与人民群众的生活息息相关,其受经济、社会、技术等因素的影响较大,属于典型的资金密集型行业,实施预算管理有助于企业进行周密的策划和布局。在预算管理上,项目预算是房地产企业预算管理的基础,资金管理是其预算管理的核心,预算管理需做到事、财和人三大维度的结合。在项目预算方面,预算应与项目进度一致,重点做好成本控制及关键节点的动态管控,另一方面,企业还应从多项目视角进行预算管理,对项目进行合理组合,实现价值互补,追求规模效应,即以项目预算为基础,以调整项目开发计划、控制项目资金收支为手段,整合企业有效资源,促使价值提升,获取项目效益增值。本文采用理论分析和案例应用分析相结合的研究方法,以预算管理的理论为基础,结合房地产企业的经营特点,从项目预算管理出发,探索建立一套完整且符合行业特点的多项目预算管理理论和应用体系。本文在简要介绍了预算管理理论及我国房地产业发展历史、行业特点、预算管理现状及存在问题的基础上从房地产项目预算管理的理论及应用角度进行研究,结合对JGKG基于多项目视角下的房地产预算管理模式的研究,总结其多项目预算管理的思路、方式、方法及效果,提出了以项目预算管理为基础,以实现企业整体效益最大化为目标,以资金预算管理为核心,以调整项目开发进度促使项目协同运营为手段,对企业资源、日标等进行统一协调平衡,进行集成管理,以获取单个项目无法获得的效益的多项目预算管理思路。本文的创新之处在于,从多项目的角度来分析、论证实施房地产预算管理的可能性及方法,并提出改进措施。在当前动荡而又快速的发展形势下,房地产市场机会与威胁并存,企业重在趋利避害,为了企业的生存和发展,房地产企业应将预算管理的核心价值观和理念植入企业文化中,在预算管理实施过程中,通过适时调整预算管理体系,强化预算在资金平衡及调度中的作用,做好销售管理和成本控制工作,充分发挥中介及外包机构在预算管理中的作用,建立多维度的项目预算管理方式,从而提升企业管理水平,促进房地产企业的快速健康发展,创造更多的经济效益,为社会发展做出更大的贡献。
[Abstract]:After nearly a hundred years of development and innovation , the budget management has gradually become a comparatively perfect management system . It has a relatively perfect organizational system and business process . It has an important role in establishing and implementing near - term strategic objectives , integrating and optimizing resource allocation , improving management efficiency , monitoring health status , implementing performance assessment and evaluation , and has become an important method of enterprise management . In terms of budget management , budget management is the core of budget management of real estate enterprises , and budget management is the core of budget management . In the aspect of budget management , budget management is the core of budget management . Based on the theory of budget management and the operating characteristics of real estate enterprises , this paper studies the theory and application of budget management in real estate based on the theory of budget management and the management characteristics of real estate enterprises . The innovation of this paper is to analyze and demonstrate the possibility and method of implementing real estate budget management from the angle of multi - project , and put forward the improvement measures . In the process of budget management , real estate enterprises should put the core values and ideas of budget management into the enterprise culture . In the course of budget management , the real estate enterprises should make full use of the function of budget management and cost control , make full use of the role of the intermediary and outsourcing institutions in budget management , establish multi - dimension project budget management mode , create more economic benefits and make a greater contribution to social development .
