武汉市新就业大学生住房保障问题研究

【摘要】：2011年我国正式开始公共租赁房的建设以后,国务院和武汉市为完善住房保障制度制定了一系列的政策,将新就业大学生纳入到公共租赁房的保障范围,极大推动了新就业大学生住房保障问题的解决。但是,从实践来看,武汉市公共租赁房的发展仍处于起步阶段,公共租赁房制度还不完善,武汉市新就业大学生在住房保障中还存在着诸多问题,其居住水平低、房租压力大的住房困难还没有得到根本性的解决。因此,研究解决武汉市新就业大学的住房保障问题具有重要的现实意义。文章立足于武汉市新就业大学生的住房现状,住房保障政策及实施情况,以公共物品理论、社会保障理论以及住房需求理论为依据,采用定量分析和定性分析相结合的研究方法。在深入了解现阶段武汉市新就业大学生住房现状的基础上,首先重点研究其住房保障制度存在的问题,然后提出解决武汉市新就业大学生住房保障问题的思路,最后针对性地提出切实可行的解决措施,为武汉市进一步完善面向新就业大学生的住房保障制度提供理论借鉴。文章研究得出以下结论：第一,根据武汉市新就业大学生自身的特点,构建以专项青年公寓为主导的公共租赁房保障体系。第二,遵循住房保障政策具有阶段动态性的规律,坚持住房保障政策的可持续性调整。第三,坚持现阶段以政府主导的角色定位以及公平优先兼顾效率的原则,将“以人为本”的指导思想贯穿于武汉市新就业大学生的住房保障中。第四,通过扩大保障对象范围、科学确立保障规模、探索专项“租赁券”新型住房保障方式、探索利用公积金提高租金支付能力、科学规划房屋布局、完善房屋配套设施来完善当前武汉市新就业大学生住房保障制度。
[Abstract]:In 2011, after the construction of public rental housing began, the State Council and Wuhan City formulated a series of policies to improve the housing security system, the new employment of college students into the scope of public rental housing security. Greatly promoted the new employment of college students to solve the housing security problem. However, from the practical point of view, the development of public rental housing in Wuhan is still in its infancy, and the system of public rental housing is not perfect. There are still many problems in the housing security of the newly employed college students in Wuhan. The housing difficulties of low living level and high rent pressure have not been solved fundamentally. It is of great practical significance to study and solve the housing security problem of Wuhan New Employment University. The article is based on the housing status quo, housing security policy and implementation of the newly employed college students in Wuhan, based on the theory of public goods, social security theory and housing demand theory. Based on a deep understanding of the current housing situation of newly employed college students in Wuhan City, this paper focuses on the problems existing in the housing security system. Then put forward to solve the problem of housing security for the newly employed college students in Wuhan, and finally put forward practical and practical measures. For Wuhan City to further improve the housing security system for new employment college students to provide theoretical reference. The paper draws the following conclusions: first, according to the characteristics of the newly employed college students in Wuhan, the construction of a special youth apartment as the dominant public rental housing security system. Second. Follow the housing security policy has the law of stage dynamic, adhere to the sustainability of housing security policy adjustment. Third, adhere to the role of government-led positioning and fair priority to the principle of efficiency at this stage. The guiding ideology of "people-oriented" runs through the housing security of newly employed college students in Wuhan. 4th, through the expansion of the scope of security objects, scientifically establish the scale of security. To explore the special "rental voucher" new housing security, explore the use of provident fund to improve the ability to pay rent, scientific planning of housing layout. Improve housing supporting facilities to improve the current Wuhan new employment housing security system for college students.
