【摘要】:农业政策性中长期贷款作为农发行重要的金融产品,以其突出的带动和示范作用、在支持地方经济及农业发展等方面的独特优势,,成为当前基层农发行支持三农、履行政策性银行职能的一项重要业务。近年来,农发行辽源市分行政策性中长期贷款业务取得了一定的进展,但是由于受地方经济条件、财政综合实力、信贷产品流程设计、人员思想观念等主客观因素的制约,并没有取得预期的效果。同比较成熟的粮油收购贷款业务相比,政策性中长期贷款营销与管理还处在相对初期的阶段,无论是贷款规模、还是发挥的职能作用都与“两轮”驱动战略中一轮的地位不相符。 党的十八大提出加快推进城镇化建设的目标,如何发挥农发行政策性中长期贷款的信贷资金的杠杆作用,引导和推动更多的社会资金支持政策性项目,实现社会效益、政府效用和自身收益的最佳结合,是基层农发行面临的一个重要的课题。本文结合国家推进城镇化进程、新农村建设、“四化”同步等国家宏观政策,分析了辽源市地方经济状况和农发行辽源市分行政策性中长期贷款的现状,重点分析了政策性中长期贷款在产品营销、贷后监管等方面存在的问题。 农发行政策性中长期贷款无论在产品的营销、贷后的监管以及风险防范等方面都存在需要完善和改进的地方。在政策范围、产品设计、办贷流程全部设定的前提下,如何营销和维护好客户是推动农业政策性中长期贷款可持续发展的关键。基层农发行必须把握住经营重点、运用好经营策略才能收到预期的效果。因此,在客户的管理模式和维护客户的方式上,要切实转变经营理念,真正做到“以客户为中心”,确保各种营销客户的措施落到实处,不断提高自身能力和水平,以促进农发行核心竞争力的提升。应努力提升政策性中长期贷款产品的核心价值,进行有效的市场细分和服务定位,加强销售渠道管理和营销方式创新,不断改进服务措施以提升客户满意度,以提高员工素质和技能为核心组建高水平团队。需要农发行全体员工进一步解放思想,坚持因地制宜,将现有政策与辽源地区实际相结合,利用现有经济、政策资源,不断拓展农业政策性中长期贷款的支持领域,在支持辽源地方经济发展、服务“四化”同步的前提下实现自身的有效发展。同时要结合农发行现有政策以及辽源市地方经济发展状况,在政策性中长期贷款的管理方面,统筹抓好贷前、贷中、贷后各个关键环节,在有效防范风险的前提下发挥政策性支农作用,促进农发行辽源市分行政策性中长期贷款健康、持续的发展。
[Abstract]:As an important financial product of Agricultural Development Bank, agricultural policy medium and long term loan has unique advantages in supporting local economy and agricultural development with its outstanding role of driving and demonstration. Agricultural Development Bank has become an important business in supporting agriculture, rural areas and farmers and performing the function of policy bank. In recent years, Liaoyuan Branch of Agricultural Development Bank has made some progress in policy medium and long term loan business. However, due to the local economic conditions, comprehensive financial strength, credit product process design, personnel ideas and other subjective and objective factors. Compared with the relatively mature grain and oil purchase loan business, the policy medium and long-term loan marketing and management is still in the relatively early stage, no matter the loan scale.
