【摘要】:住房问题不仅是经济问题,而且还是影响社会稳定的重要民生问题。近年来,,房价过高、一路飙升,加大了解决住房问题的难度。政府高度重视这一点并加大了经济适用房建设的力度。经济适用住房是指列入国家计划,由政府组织房地产开发企业或者集资建房单位建造,向城镇中低收入家庭以低价出售的住房。它不仅具有经济性,同时还具有社会保障性和适用性的特点。但是想要使百姓真正的住上能负担的房子,单靠政府加大力度建设是不够的。基于以往经济适用房建设的经验来看,由于管理不到位而造成的成本失控是很常见的,因此既要减轻政府的负担又能解决住房问题的有效途径,就是在经济适用房项目建设过程中对其进行有效的成本控制。 本文以湛江市X经济适用房为研究对象,从我国现行的建设项目中存在成本失控问题出发,深入研究了现有的成本控制理论,结合经济适用房项目的特点,提出了在基于挣得值分析法控制项目成本的方案。主要做了以下几方面的研究工作: 1、以湛江市X经济适用房的项目成本为研究对象,深入的分析了湛江市X经济适用房的成本构成,并对项目建设过程中,造成湛江市X经济适用房成本浪费的原因进行了分析。 2、分析了湛江市X经济适用房成本控制的依据和原则,并对影响湛江市X经济适用房项目成本控制的因素进行了分析,研究了目前A集团在湛江市X经济适用房的建设过程中采用的成本控制的方法。 3、对湛江市X经济适用房建立利用挣得值分析法进行成本控制的体系,并在湛江市X经济适用房的建设过程中选择某月作为实例进行应用。 本文的研究内容是基于挣得值分析法控制湛江市X经济适用房建设成本,也就是在将事前的成本预算与完工某个时间点的已完成工作量的成本预算和实际的成本进行对边,找出成本和进度的偏差,并对偏差进行分析,找出产生偏差的原因,提出相应的措施。
[Abstract]:Housing is not only an economic problem, but also an important livelihood issue affecting social stability. In recent years, housing prices have soared. The difficulty of solving the housing problem has been increased. The government attaches great importance to this and has increased the strength of the construction of affordable housing. Affordable housing refers to inclusion in the national plan. Housing, which is built by real estate development enterprises or housing units funded by the government and sold to low- and middle-income families in cities and towns, is not only economical. At the same time, it also has the characteristics of social security and applicability. But to make the people live in affordable houses, it is not enough to rely on the government to strengthen the construction. Based on the experience of comfortable housing construction in the past. It is very common to lose control of the cost caused by inadequate management, so it is necessary to reduce the burden on the government and an effective way to solve the housing problem. Is in the economical and applicable housing project construction process to carry on the effective cost control to it. This paper takes X comfortable housing in Zhanjiang as the research object, starting from the cost runaway problem existing in the current construction projects in China, deeply studies the existing cost control theory and combines the characteristics of comfortable housing project. The project cost control scheme based on earned value analysis is put forward. The main research work is as follows: 1. Taking the project cost of X comfortable housing in Zhanjiang as the research object, the paper deeply analyzes the cost composition of X comfortable housing in Zhanjiang, and analyzes the construction process of the project. The causes of cost waste of X comfortable housing in Zhanjiang City are analyzed. 2. The paper analyzes the basis and principle of cost control of X economical housing in Zhanjiang city, and analyzes the factors that affect the cost control of X economical housing project in Zhanjiang city. The cost control methods used by A Group in the construction of X comfortable housing in Zhanjiang City are studied. 3. Establish the cost control system of the X economical housing in Zhanjiang, and choose a month as an example to carry on the application in the construction process of the X economy suitable house in Zhanjiang. The research content of this paper is based on earning value analysis to control the construction cost of X comfortable housing in Zhanjiang. That is to say, the cost budget in advance is compared with the cost budget and actual cost of the completed workload at a certain point in time to find out the deviation of cost and schedule, and analyze the deviation. Find out the cause of the deviation and put forward the corresponding measures.
