【摘要】:物业管理在中国内地起步较晚,开始于20世纪80年代初期,以深圳市物业服务企业的成立为标志。随着我国住房制度改革和住房商品化政策的持续推进,以及乡村城市化、城市现代化进程的加快,物业管理作为一个新兴的服务行业在30多年的时间里得到了长足的发展,被誉为朝阳产业。 然而在物业管理迅速发展的背后,许多问题和矛盾在实践中不断涌出,成为制约其健康发展的障碍,并逐渐衍生为一种普遍的社会现象,亟待关注和解决。目前物业管理项目中仍以住宅物业为主,物业管理中存在的问题和取得的进展也主要通过住宅物业反映出来,因此本文将选取达拉特旗的住宅小区物业管理作为重点研究对象。达拉特旗是内蒙古自治区鄂尔多斯市的一个小旗县,作为物业管理行业的一个缩影有着全国住宅物业管理行业的一些共性问题和也有其特有问题,这些问题严重制约了达拉特旗物业管理向专业化、社会化、规范化和市场化的方向发展,这些问题主要表现在:物业管理覆盖率低;老旧住宅小区推行物业管理困难;物业收费偏低且收缴困难;物业服务企业从业员工素质低、服务水平不高;业主素质有待提高,维权意识有待加强;工程质量问题多,配套设施不完善或不尽合理;物业管理企业资质低、规模小,竞争力弱等。 根据如上存在的问题,,本文主要根据作者在达拉特旗房管局的工作经验和感受,结合物业管理研究成果和理念,对达拉特旗物业管理现状进行分析,对造成现状的原因进行探究,并力求探索出一套既具有可操作性又具有现实针对性的提升达拉特旗物业管理水平的对策措施。本人认为要改进达拉特旗住宅小区物业应从以下几个方面着手:(1)对老旧住宅小区推行社区准物业管理;(2)建立质价相符的收费机制,规范物业服务收费;(3)建立完整、系统的物业管理法规体系;(4)加强企业内部管理;(5)加强开发商与物业管理企业之间的沟通;(6)建立和强化物业管理机制;(7)政府部门加大扶持和监管力度;(8)发挥新闻媒介正确导向,为行业创造良好环境;(9)实施规模化经营和品牌战略,提高市场竞争力。 上述建议可为达拉特旗物业管理探索解决住宅物业管理问题的方法提供依据,以期使我国的物业管理更顺利、更健康地向前发展。同时作者本人也深信,随着社会的不断进步,国家法制的不断健全,人民生活水平的不断提高和物业管理企业的不断交流和发展,住宅小区物业管理将会获得快速发展。
[Abstract]:Property management started in the late Chinese mainland, began in early 1980s, with the establishment of Shenzhen city property service enterprise logo. With the continuous advance of China's housing reform and commercialization of housing policy, city and country, city modernization, property management as an emerging service industry has been considerable development in the past 30 years, known as the sunrise industry.
However, behind the rapid development of property management, many problems and contradictions constantly in practice, restricting the healthy development of the disorder, and developed into a common social phenomenon, should be paid attention to and solved. The current property management project is for residential property, property management problems and progress is mainly reflected by the residential property, residential property management this paper will select the flag of Dalate as the research object. The flag of Dalate is a small city in the Inner Mongolia Autonomous Region County Erdos, as a microcosm of the property management industry has some common problems of the residential property management industry and also has its own problems, these problems restrict the flag of Dalate property management to specialization, socialization, standardization and market development, the main problems right now: The low coverage of the old residential area of property management; property management; property charges are low and difficult to collect; the property service enterprise employees quality is low, service level is not high; the quality to be improved, rights awareness needs to be strengthened; engineering quality problems, inadequate facilities or unreasonable; property management enterprise quality is low. Small scale, weak competitiveness.
According to the above problems, this paper mainly according to the work experience and feelings of the author in Dalate's Housing Authority, property management combined with the research results and ideas, the status of its property management in Dalate were analyzed to explore the causes of the situation, and strive to explore a set of feasible and practical for the level of property management the flag of Dalate to enhance countermeasures. I think that in order to improve Dalate's residential property should start from the following: (1) the old residential district in the implementation of quasi community property management; (2) establish the charging mechanism of consistent quality price, property service charges; (3) the establishment of a complete system of property management. System of laws and regulations; (4) to strengthen the internal management of enterprises; (5) between the developers and property management companies to strengthen communication; (6) establish and strengthen the property management mechanism; (7) government departments to increase Support and supervision; (8) give full play to the correct guidance of news media, create a good environment for the industry; (9) implement large-scale operation and brand strategy, and improve market competitiveness.
The above suggestions can provide the basis for Dalate's property management exploration method to solve the residential property management issues, in order to make our property management more smoothly and healthily develop. At the same time, the author also believes that with the development of society, the national legal system constantly improve, constantly exchanges and development of people's living standard continuously and improve the business of property management, residential property management will achieve rapid development.
