【摘要】:经济适用房是具有社会保障性质的商品住房,是我国所特有的一种保障性住房,主要用于解决社会中低收入人群的住房问题。它同养老保险、医疗保险、失业保险一样,都是社会保障体系的重要组成部分。时至今日,我国的经济适用房制度已经走过了二十年的历程。这期间取得了可喜的成就,但也暴露出诸多问题,尤其是申购过程中一些问题,不仅影响到住房保障基本目标的实现,而且社会影响恶劣,直接影响到党和政府的形象。加强经济适用房的申购管理,对于完善住房保障理论,维护弱势群体住房权益,确保国家经济适用房政策目标的实现,具有重要的理论和现实意义。 本文以我国经济适用房申购准入制度为研究对象,主要运用文献研究法、综合归纳法和系统分析法等研究方法,从社会保障专业角度,结合社会学、政治学等多学科知识对当前我国的经济适用房申购准入制度进行剖析,针对申购过程中存在的主要问题如:保障的范围过大而投资相对不足,保障对象的收入水平难以有效审查,有效的监管机制尚未建立,房屋建设不符合标准等,深入分析导致这些问题的原因,即政策制定与执行不规范,房屋供需矛盾突出,申购管理存在漏洞,法律的惩罚制度尚不完善等。 依据我国的实际国情,,结合国外及我国香港地区住房保障方面的先进经验,本文提出完善我国经济适用住房申购准入制度的几项建议:通过法制建设完善惩罚机制,通过设立专门的住房储蓄信贷机构等方式来加大政府的资金支持力度,并采取多项措施改善住房的供需矛盾。特别是提出了将税收体系运用到经济适用房违法行为的制约过程中,从而对申购过程中各类违规行为起到强有力的震慑作用。
[Abstract]:Comfortable housing is a commodity housing with the nature of social security, it is a special kind of indemnificatory housing in our country, mainly used to solve the housing problem of the low and middle income groups of the society. It is the same as old-age insurance and medical insurance. Unemployment insurance is an important part of the social security system. Today, the comfortable housing system of our country has gone through the course of 20 years. During this period, it has made gratifying achievements. But also exposed many problems, especially some problems in the process of purchase, not only affect the realization of the basic objectives of housing security, but also the social impact is bad. Directly affect the image of the Party and the government. Strengthen comfortable housing's purchase management, to improve the housing security theory, to protect the housing rights of vulnerable groups, to ensure the realization of the national comfortable housing policy objectives. It has important theoretical and practical significance. In this paper, comfortable housing purchase admission system in China as the object of study, mainly using the literature research method, comprehensive induction and system analysis methods, from the perspective of social security professional, combined with sociology. Political science and other multidisciplinary knowledge of the current comfortable housing purchase admission system is analyzed, aiming at the main problems in the process of purchase application, such as: the scope of protection is too large and investment is relatively insufficient. The income level of the guarantee object is difficult to examine effectively, the effective supervision mechanism has not been established, the housing construction does not accord with the standard and so on. The causes of these problems are analyzed in depth, that is, the policy formulation and implementation are not standardized. The contradiction between supply and demand of housing is prominent, there are loopholes in requisition management, and the punishment system of law is not perfect. According to the actual situation of our country, combined with the advanced experience of housing security in foreign countries and Hong Kong area. This paper puts forward several suggestions to perfect the system of housing requisition and admission in our country: to perfect the punishment mechanism through the legal system construction, to increase the government's financial support by establishing special housing savings and credit institutions and so on. And take a number of measures to improve the contradiction between supply and demand of housing, especially put forward to apply the tax system to comfortable housing's illegal behavior in the process of restriction. Thus, all kinds of illegal behavior in the process of purchase play a powerful deterrent role.
