县域“两权”抵押贷款难

【摘要】：正2015年8月末,国务院印发了《关于开展农村承包土地的经营权和农民住房财产权抵押贷款试点的指导意见》,指出要稳妥有序开展农村承包土地经营权和农民住房财产权抵押"两权"抵押贷款业务。通过对全国"两权"抵押贷款试点县——甘肃省陇西县的调查发现,"两权"抵押贷款仍存在一些亟待解决的问题。存在问题"两权"抵押物评估机制发展滞后。县域内现有的"两权"抵押物评估机构对乡村的地权和农房产业的价值评估缺
[Abstract]:On 2015, at the end of August, the State Council issued the guiding opinions on the pilot Project of the right to manage Rural contracted Land and the Housing property right of Farmers on Mortgage loan. It is pointed out that it is necessary to carry out the "two rights" mortgage loan business of the rural contracted land management right and the farmer's housing property right mortgage in a steady and orderly manner.
