鄂尔多斯市房地产市场治理中的政府职能履行研究

【摘要】:近年来我国房地产市场规模迅速扩大,但与之相伴的是,房价以高于GDP好几个百分点年均增长速率快速上涨,房地产市场的发展已明显呈过热趋势,泡沫化倾向明显。鄂尔多斯市位于内蒙古自治区中西部,近年来依托极其丰富的煤炭资源储量和其它资源,鄂尔多斯市实现了经济快速发展,人均GDP超越香港跃居全国首位。通过资源开发所带来的巨额财富流入房地产市场,使当地房地产市场实现了快速发展。但当地政府未充分履行职能以实现对房地产市场的有效治理。加之当地的人口基数小、住房刚性需求低,造成了当地房地产发展过快、住房投资投机盛行、楼市趋向于崩盘的现象。应该看到,在我国房地产市场的治理当中,地方政府承担着非常重要的角色。直接履行着规制和引导地区房地产市场发展的各项职能。因此只有充分重视地方政府的作用,保证地方政府在地区房地产市场治理中职能履行的效果,才能从根本上保证我国房地产市场的健康有序发展。本文首先在借鉴其他学者研究成果的基础上,对房地产市场治理的相关概念进行了界定,同时对本文研究所涉及的政府职能理论、治理理论进行了概括,并明确了如何运用相关理论对本文展开研究。其次,对鄂尔多斯市房地产危机进行了概述,以此为问题展开的前提,通过大量详实的数据对鄂尔多斯市房地产市场发展中存在的问题进行了详细分析;进而从供给和需求方面解析了当地政府在房地产市场治理中的职能履行不足。最后,在上述基础上,运用政府职能理论和治理理论,对实现鄂尔多斯市房地产市场的有效治理提出了针对性的建议。包括:严格落实国家相关政策并完善配套政策,优化房地产市场土地供给,制定科学的房地产发展规划,加强房地产开发企业规制,保证有效住房需求得到满足,抑制投资、投机需求,加强房地产金融市场监管,满足社会服务需求,加强治理过程监督等。希望通过此研究,为鄂尔多斯市政府以及同类型地区实现对房地产市场的有效治理提供一定的借鉴。
[Abstract]:In recent years, the scale of the real estate market in our country has expanded rapidly, but with it, the house price has increased rapidly by several percentage points per year, and the development of the real estate market has obviously overheated trend. The city of Ordos is located in the central and western part of Inner Mongolia Autonomous region. In recent years, the city of Ordos has achieved rapid economic development, relying on the extremely rich reserves of coal resources and other resources. GDP per capita surpassed Hong Kong's top spot in the country, with the huge wealth generated by resource development flowing into the real estate market. The local real estate market has achieved rapid development. But the local government has not fully performed its functions to achieve effective governance of the real estate market. In addition, the local population base is small, and the housing rigid demand is low. Caused by the rapid development of local real estate, housing investment speculation prevalence, the property market tends to collapse phenomenon. We should see, in the governance of the real estate market in our country. The local government plays a very important role. It directly performs the functions of regulating and guiding the development of the regional real estate market. Therefore, the role of the local government can only be fully valued. In order to ensure the function of local government in the governance of regional real estate market, we can fundamentally ensure the healthy and orderly development of the real estate market in China. Firstly, this paper draws on the research results of other scholars. The concept of real estate market governance is defined, at the same time, the government function theory and governance theory involved in this paper are summarized, and how to use the relevant theory to carry out the research. Secondly. This paper summarizes the real estate crisis in Ordos city and analyzes the problems existing in the development of the real estate market in Ordos city through a large number of detailed data. Then from the supply and demand analysis of the local government in the real estate market governance function performance insufficiency. Finally, on the basis of the above, the use of government function theory and governance theory. To achieve the effective governance of the real estate market in Ordos put forward targeted recommendations, including: strictly implement the relevant national policies and improve supporting policies, optimize the land supply in the real estate market. Formulate scientific real estate development plan, strengthen the real estate development enterprise regulation, ensure that the effective housing demand is met, restrain the investment, speculative demand, strengthen the real estate financial market supervision, meet the social service demand. Through this study, we hope to provide some reference for the Ordos government and the same type of areas to realize the effective governance of the real estate market.
