住房保障中的福利政治与政府行为——以“后单位社会”为背景

【摘要】：福利政治蕴含着福利资源配置中国家与社会之间的权力关系,通过在社会结构框架中的实践呈现出来。以往我国反映这种权力关系和结构特性的是单位制度。目前,单位制度对城市社会的影响逐渐减弱,但并未完全消失,因此呈现出"后单位社会"的特性。"后单位社会"的住房保障中新旧体制和新旧结构性因素并存,政府与社会成员之间以及社会组织之间的权力关系处于动态建构的状态。政府在联合社会力量推进住房保障的过程中,产生了体制复归和体制创新两种后果,这两种效果是当下社会福利政治的独特表现,应予以辩证理解和科学把握。"后单位社会"福利政治的目标首先是社会成员具有表达并实现权利的组织载体,其次是社会组织在福利资源配置中处于平等的地位。
[Abstract]:Welfare politics contains the power relationship between the state and society in the allocation of welfare resources, which is presented through the practice in the framework of social structure. In the past, it was the unit system that reflected the power relationship and structural characteristics in China. The influence of unit system on urban society is gradually weakened, but not completely disappeared, so it presents the characteristics of "post-unit society". The old and new systems and the old and new structural factors coexist in the housing security of "post-unit society". The power relationship between the government and the members of the society and between the social organizations is in the state of dynamic construction. In the process of unifying social forces to promote housing security, the government has two consequences: the return of the system and the innovation of the system. These two effects are the unique manifestation of the current social welfare politics, which should be dialectically understood and scientifically grasped. The goal of "post-unit society" welfare politics is, first of all, the organizational carrier for social members to express and realize their rights. Secondly, social organizations are in an equal position in the allocation of welfare resources.
