我国高校住房制度改革问题研究

【摘要】:随着我国高校住房制度改革不断推进,高等院校在全国住房改革的大环境下在一定程度上解决了部分教职工住房问题,住房条件得到较好地改善。但是,因为高校不同于一般的单位,高校教职员工众多,知识层次高,人员流动频繁;住房建设年代、来源和权属关系都比较复杂;而校园教学和科研的整体定位又决定了需要一个相对封闭的环境。随着住房制度改革工作不断深入,住房改革过程中的一些问题已经阻碍了房改工作的顺利进行,因此有必要对这些问题做深入的分析,理清问题的来龙去脉,为合情合理的解决这些问题奠定科学的理论基础及事实依据。 基于这样的思考,本文对我国高校住房制度改革存在的问题进行了较为深入的分析。论文的主要工作:是研究现行的高校住房改革政策以及在分析高校住房现状的前提下。提炼出我国高校住房改革中存在的以下主要问题:1、高校住房货币化问题:货币化补贴标准未作动态调整,货币化补贴政策落实情况严重滞后以及货币化补贴不公平。2、高校房改房交易流转问题:交易管理难度大,房改房处于低效配置状态,缺乏长期制度安排。3、高校周转房建设及管理问题:周转房供给量严重不足,流转不畅,管理低效,周转房功能配套差。4、高校房改房物业管理社会化面临的问题:产权不明晰导致物业管理水平落后,物业管理资金低效使用。本文在对以上问题作出分析的同时,对每一个问题提出了政策建议,这些政策建议建立在总结过去改革经验的基础上,对于破解当前的高校住房问题具有一定的可行性及现实意义。本文创新之处在于,对于我国高校住房制度改革研究,大多数学者从房改对高校的影响,住房货币化分配政策,青年教职工住房问题,高校物业管理等方面对高校住房改革进行了分析研究。但相关研究者并未对我国高校住房制度改革进行全面系统的分析,只是单一的分析了某一个问题,因此就决定了他们不能构建一个完整的解决方案。本文全面系统进行了研究,在研究内容和视角上有新的尝试。我期望这些研究工作对于推进高校住房分配货币化及相关住房改革,完善相关政策,对于有效解决高校教职工住房问题有一定的现实意义。
[Abstract]:With the development of housing system reform in colleges and universities in China, the housing problems of some faculty members have been solved to a certain extent by colleges and universities under the environment of national housing reform. However, the housing conditions have been improved better. Because the university is different from the general unit, the university teaching staff is numerous, the knowledge level is high, the personnel flows frequently, the housing construction time, the source and the ownership relations are all quite complex; However, the overall orientation of campus teaching and scientific research determines the need for a relatively closed environment. With the deepening of the housing system reform, some problems in the housing reform process have hindered the smooth progress of the housing reform work. Therefore, it is necessary to make a thorough analysis of these problems, to clear up the origin of the problems, and to lay a scientific theoretical and factual basis for the reasonable solution of these problems. Based on this thinking, This paper makes a deep analysis of the problems existing in the reform of the housing system in colleges and universities in China. The main work of this paper is to study the current housing reform policies in colleges and universities and to extract the following points from the analysis of the present situation of housing in colleges and universities. The main problems in the reform of college housing in China are as follows: (1) the monetization of housing in colleges and universities: the standard of monetization subsidies has not been dynamically adjusted. The implementation of the monetary subsidy policy is seriously lagging behind and the monetization subsidy is unfair. 2. The problems of the transaction flow of the housing reform in colleges and universities are: the transaction management is difficult, the housing reform is in a state of inefficient allocation. Lack of long-term institutional arrangements. 3. The construction and management of revolving housing in colleges and universities: the supply of revolving housing is seriously inadequate, the circulation is not smooth, and the management is inefficient, The problems faced by the socialization of housing management in colleges and universities are: the lack of clear property rights leads to the backward level of property management and the inefficient use of property management funds. This paper makes an analysis of the above problems at the same time. This paper puts forward some policy suggestions on each issue, which are based on summarizing the experience of past reform, and have certain feasibility and practical significance for solving the current housing problems in colleges and universities. The innovation of this paper lies in the fact that, For the study of housing system reform in colleges and universities in China, most scholars have studied the impact of housing reform on colleges and universities, the housing monetization distribution policy, the housing problems of young faculty and workers, The housing reform in colleges and universities has been analyzed in the aspects of property management in colleges and universities. However, the relevant researchers have not carried out a comprehensive and systematic analysis of the housing system reform in colleges and universities in China, but have only analyzed a single problem. So they can't build a complete solution. There are new attempts in the content and perspective of the research. I hope these research work will have certain practical significance to promote the monetization of housing allocation and related housing reform, improve the relevant policies, and effectively solve the housing problems of faculty and staff in colleges and universities.
