深圳市城建集团全面风险管理改进研究

【摘要】：2011年,深圳市城市建设开发(集团)公司(以下简称“城建集团”或“集团公司”)贯彻落实深圳市国资委对企业加强全面风险管理工作的要求,借鉴其他企业开展全面风险管理工作的成功经验,根据国务院国资委、深圳市国资委关于建设风险管理体系的要求,结合COSO—ERM风险管理整合框架,为服务于公司战略发展需要,立足于公司风险管控现状,逐步建立、形成了“目标—风险管理—内部控制”架构的具有房地产企业特色的全面风险管理体系和运行机制。本文以城建集团为研究对象,通过资料分析、现场访谈、问卷辨识和风险整理,根据反馈的情况,按照风险事件的统一描述语言进行规范,形成城建集团的风险事件库；同时,归纳和调整城建集团的风险分类框架,形成一级风险,二级风险的风险分解结构；并设计风险以及风险事件编码系统,实现统一编号。对城建集团的风险事件,结合公司实际情况,初步梳理出每条事件潜存的重要风险动因,并作为日后风险应对措施制定的参考依据。根据重大风险,以及其他需要关注风险的风险动因,提出风险管理策略和改进策略建议。
[Abstract]:In 2011, Shenzhen City Construction and Development (Group) Company (hereinafter referred to as "Urban Construction Group" or "Group Company") carried out the requirements of Shenzhen SASAC to strengthen the overall risk management of enterprises. Based on the successful experiences of other enterprises in carrying out comprehensive risk management, according to the requirements of SASAC of the State Council and Shenzhen SASAC on the construction of risk management system, combined with the integrated framework of COSO-ERM risk management, it is necessary to serve the strategic development of the company. Based on the current situation of risk control and management of the company, it has gradually established a "goal-risk management-internal control" framework, which has the characteristics of the real estate enterprise's overall risk management system and operation mechanism. This article takes the city construction group as the research object, through the data analysis, the scene interview, the questionnaire identification and the risk collation, according to the feedback situation, according to the risk event unified description language carries on the norm, forms the city construction group risk event database; At the same time, the risk classification framework of urban construction group is summarized and adjusted to form the risk decomposition structure of primary risk and second-level risk, and to design risk and risk event coding system to realize unified numbering. Regarding the risk events of urban construction group, combined with the actual situation of the company, we preliminarily sort out the important risk drivers underlying each event, and serve as a reference basis for future risk response measures. According to the major risks, And other risk drivers that need to pay attention to risk, put forward risk management strategy and improve the strategy recommendations.
