住房公积金支持保障性住房建设融资模式研究

【摘要】:保障性住房建设是解决城镇中低收入人群住房问题的主要手段之一,十二五期间我国规划建设3600万套保障性住房,使其覆盖率达到20%。保障性住房建设必将成为未来一段时间内房地产业的发展重点,因此国家加大了对保障性住房建设的支持力度,“十一五”期间中央安排保障性住房建设专项补助资金高达1336亿元,2011年以后更是有大幅度的提高。但是这与保障性住房建设动辄数万亿元的投资相比,只能是杯水车薪,,资金不足也严重影响到我国保障性住房的发展。住房公积金是国家为解决城镇在职职工住房问题的另外一项政策,但是目前住房公积金的运行存在资金使用效率不高、资金沉淀严重等问题,在开拓保障性住房建设融资渠道的过程中可以试图将沉淀的住房公积金运用到保障性住房建设中,而这也是本文的研究方向和重点。 本文首先分析了我国住房公积金制度和保障性住房建设的现状及其存在的问题;然后以住房公积金支持保障性住房建设的切入点,即住房公积金制度存在的主要问题(资金沉淀)和保障性住房建设存在的主要问题(资金缺口)存在的“救急式”巧合,从准入性、技术、经济和动因等方面分析住房公积金支持保障性住房建设的可行性;随后重点分析研究了住房公积金支持保障性住房建设融资模式的运作,并就运作过程的关键点控制进行了分析;最后从法律制度、配套政策、组织建设等三个方面对我国住房公积金支持保障性住房建设提出了建议。通过本文的研究,以期为政府制定相关政策提供参考,同时为开发商参与保障性住房建设提供建议。
[Abstract]:The construction of affordable housing is one of the main means to solve the housing problem of urban low and middle income groups. During the 12th Five-Year Plan period, China plans to build 36 million sets of affordable housing. The construction of affordable housing will become the focus of real estate development in the future. Therefore, the state has increased its support for the construction of affordable housing. During the 11th Five-Year Plan period, the central government arranged a special subsidy fund of up to 133.6 billion yuan for the construction of affordable housing, which has been greatly improved since 2011. Compared with the trillions of yuan invested in housing construction, The housing accumulation fund is another policy of the state to solve the housing problem of urban employees. However, there are some problems in the operation of housing provident fund, such as low efficiency of fund use and serious deposit of funds. In the process of opening up financing channels for the construction of affordable housing, we can try to apply the precipitated housing accumulation fund to the construction of affordable housing. This is also the research direction and focus of this paper. This paper first analyzes the current situation and existing problems of housing accumulation fund system and indemnificatory housing construction in China, and then supports the construction of affordable housing with housing accumulation fund. That is, the main problems existing in the housing accumulation fund system (capital precipitation) and the main problems in the construction of affordable housing (funding gap) exist "emergency" coincidence, from access, technology, The feasibility of the housing provident fund supporting the construction of affordable housing is analyzed from the aspects of economy and motivation, and then the operation of the financing model of housing construction supported by the housing provident fund is analyzed and studied. Finally, some suggestions are put forward from three aspects of legal system, supporting policy and organization construction to support the construction of affordable housing in China's housing accumulation fund. In order to provide reference for the government to formulate relevant policies and provide suggestions for developers to participate in the construction of affordable housing.
