经济适用住房挤出效应研究

【摘要】:住宅是人们赖以生存的基本生活资料之一,具有一定的公共品属性,因此,在住房的供应问题上不能全然依托逐利的商品房市场,政府须保障人民的基本住房权利。作为社会主义国家,我国一直非常强调住房的保障性。然而,大规模的保障性住房建设可能对商品住房产生挤出效应,挤出效应的存在将会影响商品房市场的效率,也影响到整个公共资源配置的效率。随着我国保障性住房建设规模的扩大,理论界一直存有一种担心,那就是大规模的保障性住房建设是否会对商品住房形成挤出效应。 本论文选择保障性住房中实施时间最久、争议最大、产生挤出效应可能性最大的经济适用房作为研究对象,先对经济适用房政策的发展脉络进行梳理,并对经济适用房的作用、问题和解决思路等方面进行研究,然后对经济适用房建设和销售现状进行描述性分析。接着,从住房市场中挤出效应的产生机理出发,利用两种数理模型对挤出效应的存在性进行推导。然后,利用定量分析的方法验证经济适用房对商品住房的挤出效应存在性,使用29个大中城市的面板数据对2006年到2010年的五年时间内经济适用房对商品住房的挤出效应大小进行定量分析。最后,探讨经济适用住房政策的两种改革思路,并对经济适用房政策的短期发展趋势与长期发展走向进行预测。
[Abstract]:Housing is one of the basic means of life on which people depend for their survival, and it has a certain attribute of public good. Therefore, the supply of housing cannot rely entirely on the market of commercial housing which is driven by profit. The government must guarantee the basic housing rights of the people. As a socialist country, our country has always placed great emphasis on the guarantee of housing. However, large-scale construction of affordable housing may have an crowding out effect on commodity housing. The existence of crowding-out effect will affect the efficiency of the commercial housing market and the allocation of public resources. With the expansion of the scale of the construction of affordable housing in China, there has always been a concern in the theoretical circle. That is whether large-scale affordable housing construction will form an crowding-out effect on commodity housing. This paper chooses comfortable housing, who has the longest implementing time, the biggest controversy and the most likely crowding-out effect, as the research object, and firstly combs the developing context of comfortable housing policy. It also studies comfortable housing's role, problems and solutions, and then makes a descriptive analysis of comfortable housing's construction and sales situation. Then, from the perspective of the mechanism of extrusion effect in the housing market, The existence of extrusion effect is deduced by using two mathematical models. Then, the existence of extrusion effect of comfortable housing on commodity housing is verified by quantitative analysis. Using panel data of 29 large and medium-sized cities, this paper makes a quantitative analysis on the extrusion effect of commodity housing by comfortable housing in the five years from 2006 to 2010. Finally, the paper discusses two kinds of reform ideas of affordable housing policy. The short-term development trend and long-term development trend of comfortable housing policy are forecasted.
