从“集中建设区”走向“城市开发边界”——试论上海的土地规划空间管制

【摘要】:中央城镇化工作会议提出"城市规划要由扩张性规划逐步转向限定城市边界、优化空间结构的规划",要求"尽快把每个城市特别是特大城市开发边界划定"。国土部、住建部和环保部积极响应,下达了划示"城市开发边界、永久基本农田和生态保护红线"的相关要求。主要从土地规划的角度分析在第三轮土地利用总体规划的背景下土地空间管制对城市建设用地总规模的控制及作用,同时以上海为例分析上海市"两规合一"后土地利用空间管制主要方法及效果,为城市开发边界的划定提供参考。
[Abstract]:The Central working Conference on urbanization proposed that "urban planning should be gradually shifted from expansionary planning to the planning of defining urban boundaries and optimizing the spatial structure", and that "each city, especially the development boundary of a mega-city, should be delimited as soon as possible".The Ministry of Land, the Ministry of Housing and the Ministry of Environmental Protection responded positively, and issued the related requirements of "urban development boundary, permanent basic farmland and ecological protection red line".From the perspective of land planning, this paper analyzes the control and function of land space control on the total scale of urban construction land under the background of the third round of land use master planning.At the same time, taking Shanghai as an example, this paper analyzes the main methods and effects of land use spatial control after "two rules in one" in Shanghai, and provides reference for the delineation of urban development boundary.
