HS房地产项目成本管理优化研究

【摘要】:目前,政府积极推动住房消费政策,转变住宅制度,一系列的措施大大加速了房地产行业的发展。其高利润、低风险的行业特征,吸引大批资金争相进入房地产行业,使得房地产价格突飞猛进。近几年,国家出台了一系列政策,如提高资本金比例、严格信贷政策、改变土地出让方式等,来抑制房地产的泡沫。这些政策不但减缓了房地产的发展速度,同时也加大了房地产的开发成本。尤其是建筑材料价格和劳动力的上涨、全球经济的放缓,,这更使得房地产行业雪上加霜,房地产行业的高成本时代已经来临。 本文以HS房地产项目为例,结合目前的经济环境和行业现状,进行深入分析、总结项目成本管理问题及其成因,本文利用一系列基础理论知识,如工程经济学、项目管理、企业管理、全面成本管理、全面预算管理等为依据,初步构建了成本优化为根基的地产项目成本管理控制体系,同时,科学评估了该体系的可靠性及有效性。最终目标是为企业的决策过程提供参考,为企业实现价值最大化的目标。本文以实际项目为依据,并结合房地产行业的特征及可行性研究的理论,对HS项目的成本管理体系进行优化。本文的重点是从成本优化来解决成本管理中的问题,并据此建立企业的成本管理体系。并对项目成本要素中所包含人、财、物等进行了深度分析,为项目成本管理体系的建立提供了依据。最后,对论文中建立的成本管理体系进行了评价并提出了展望。
[Abstract]:At present, the government actively promotes the housing consumption policy, changes the housing system, a series of measures have greatly accelerated the development of the real estate industry. Its high profit, low risk industry features, attracting a large number of funds into the real estate industry, making real estate prices soaring. In recent years, the state has introduced a series of policies, such as increasing capital ratio, strict credit policy, changing land transfer methods, to curb the real estate bubble. These policies not only slow down the development of real estate, but also increase the cost of real estate development. In particular, the rising prices of construction materials and labor, the slowdown in the global economy, which makes the real estate industry worse, the real estate industry has come a high-cost era. Taking HS real estate project as an example, combining with the current economic environment and the current situation of the industry, this paper makes a thorough analysis, summarizes the project cost management problems and their causes, and makes use of a series of basic theoretical knowledge, such as engineering economics, project management, etc. On the basis of enterprise management, total cost management and overall budget management, the cost management and control system of real estate projects based on cost optimization is preliminarily constructed. At the same time, the reliability and effectiveness of the system are scientifically evaluated. The ultimate goal is to provide reference for the decision-making process of the enterprise and to achieve the goal of maximizing the value of the enterprise. This paper optimizes the cost management system of HS project based on the actual project and the theory of the real estate industry characteristics and feasibility study. The emphasis of this paper is to solve the problem of cost management from cost optimization, and establish the cost management system accordingly. The paper also makes a deep analysis of the elements of project cost, such as people, money and objects, which provides the basis for the establishment of project cost management system. Finally, the cost management system established in this paper is evaluated and the prospect is put forward.
