福建省住房保障制度及运行机制研究

【摘要】：住房保障制度是社会保障制度的重要组成部分，是解决中低收入群体的住房问题的重要保证。近年来，我国部分城市，包括地处东南沿海地区的福建省部分城市，房价涨幅较大，远远超出了中低收入群体的购买能力，中低收入群体住房难问题日趋凸显。这一问题若长期得不到解决，则不利于社会和谐和稳定。福建省保障性住房建设起步早，，率先在全国建成多层次住房保障体系，取得了一些成效，但在制度设计及运行机制等方面也存在着一些问题，诸如保障性住房法律不健全，缺乏硬性规定；土地供给困难；资金供应紧张；建设质量管理存有漏洞；住房公积金制度和准入退出机制不完善等。正基于此，选题以福建省住房保障制度及运行机制为研究对象，分析福建省住房保障性制度及运行机制存在问题，并提出解决问题的对策。这一研究，对福建省保障性住房建设，不仅具有理论意义，更具有现实意义。论文主要包括六个部分：一是文章的绪论部分，阐述论文的研究目的、意义、国内外相关研究，研究思路、方法及文章的基本框架。二是对住房保障制度理论进行阐述，为福建省解决中低收入群体的住房问题提供理论支持。三是对福建省住房保障制度实施现状研究。四是对福建省保障性住房建设存在的问题进行分析。五是分析国内外典型国家和城市住房保障制度的实践及启示。六是针对福建省的住房保障建设中存在的问题，提出完善福建省住房保障制度的对策建议。
[Abstract]:The housing security system is an important part of the social security system and an important guarantee to solve the housing problems of the middle and low income groups. In recent years, some cities in China, including some cities in Fujian Province, which are located in the southeast coastal area, have a large increase in house prices, which far exceeds the purchasing ability of the middle and low income groups, and the housing difficulties of the middle and low income groups are becoming increasingly prominent. If this problem can not be solved for a long time, it is not conducive to social harmony and stability. The construction of affordable housing in Fujian Province started early, took the lead in building a multi-level housing security system throughout the country, and achieved some results. However, there are still some problems in the system design and operation mechanism, such as imperfect laws on affordable housing. Lack of rigid regulations; difficult supply of land; shortage of capital supply; loopholes in construction quality management; imperfect housing accumulation fund system and entry and exit mechanism. Based on this, this paper takes the housing security system and operation mechanism of Fujian Province as the research object, analyzes the problems existing in the housing security system and operation mechanism of Fujian Province, and puts forward some countermeasures to solve the problem. This research is not only of theoretical significance, but also of practical significance to the construction of indemnificatory housing in Fujian Province. The thesis mainly includes six parts: one is the introduction part of the article, the purpose, significance, research ideas, methods and the basic framework of the paper. Second, the theory of housing security system is expounded to provide theoretical support for solving the housing problems of middle and low income groups in Fujian Province. Third, the current situation of the implementation of housing security system in Fujian Province. The fourth is to analyze the problems existing in the construction of indemnificatory housing in Fujian Province. Fifth, it analyzes the practice and enlightenment of housing security system in typical countries and cities at home and abroad. Sixth, in view of the problems existing in the construction of housing security in Fujian Province, the countermeasures and suggestions for perfecting the housing security system in Fujian Province are put forward.
