祥云项目开发建设风险管理

【摘要】:自上世纪90年代初,我国开始进行房地产业市场化改革以来,经过数十年的发展房地产行业已经在我国国民经济中占据举足轻重的角色,与国民经济中的五十余种行业有着紧密的联系,是影响我国经济发展的关键因素。因此房地产业的健康发展与否不仅关系到我国国民经济的走势,更与我们普通百姓的生活息息相关。 虽然经过数十年的发展房地产行业已经建立的较好的市场化发展机制,但同时也要看到房地产行业具有政策影响性强,资金需求量大且回收周期慢,建设周期长,市场变化快等特点。其发展受到政治,社会,经济,技术等多方面因素影响制约。且因为其在国民生活中处于一次性大宗投资商品同时对特定人群具有刚需性的特点,房地产行业已经成为当今社会关注的热点、焦点。因此这些因素增大了房地产行业本身的不确定性和风险性。 本人自工作以来一直从事与房地产开发相关的行业,现就职于中粮置业有限公司。因此本文主要针对我所参加建设的北京祥云国际项目建设过程中面临的其行业自身所具有的技术性风险问题进行了研究。如决策阶段投资的决策风险,项目可行性分析;建设前期阶段的合同风险,设计风险;建设阶段的工期风险,成本风险,施工技术风险;运营及物业管理阶段风险;设备适用性风险等风险因素。 本文就上述房地产行业及祥云项目建设过程中各阶段存在的风险进行分析论证及予以适当解决。以期祥云项目在开发建设过程中得以顺利实施并能够保质保量,,如期完成项目建设,以达到项目立项时预期的项目收益目标。
[Abstract]:Since the beginning of 1990s, China began to reform the real estate market, after decades of development of the real estate industry has played a pivotal role in our national economy. It has close relation with more than 50 kinds of industries in national economy, and is the key factor that affects the economic development of our country. Therefore, the healthy development of real estate is not only related to the trend of our national economy, but also closely related to the lives of ordinary people. Although the real estate industry has established a better market-oriented development mechanism after decades of development, it should also see that the real estate industry has strong policy influence, large demand for funds, slow recovery cycle, and long construction cycle. The market changes quickly and so on. Its development is restricted by many factors, such as politics, society, economy, technology and so on. And because of its one-off investment commodities in the national life and rigid demand for specific people, the real estate industry has become a hot spot and focus of the society. So these factors increase the uncertainty and risk of the real estate industry itself. I have been engaged in real estate development since the work of the industry, now working in Cofco property Co., Ltd. Therefore, this paper mainly focuses on the technical risk of the industry itself in the construction of the Beijing Xiangyun International Project, which I participated in. Such as investment decision risk, project feasibility analysis, contract risk, design risk, construction period risk, cost risk, construction technology risk, operation and property management stage risk; Equipment applicability risk and other risk factors. This paper analyzes and demonstrates the risks in each stage of the construction of the real estate industry and Xiangyun project. It is expected that the Xiangyun project can be carried out smoothly in the process of development and construction and can guarantee the quality and quantity and complete the project construction as scheduled in order to achieve the expected goal of project income when the project is established.
