河南省Q市廉租房运行管理研究

【摘要】:廉租房制度是我国住房保障制度体系中的重要组成部分,如何加大廉租房建设力度和提高廉租房的管理水平是发展廉租房事业的重中之重。廉租房制度的健全与否关系着我国保障性住房体系的成熟程度。发展廉租房也是维护社会公平的重要途径之一。此论文通过分析Q市廉租房运行管理现状,结合国内先进地区的经验,发现Q市廉租房运行管理存在的弊端并进行剖析,借鉴其他学者的文献资料提出符合Q市实际的政策建议。论文首先阐述了廉租房的内涵与基本特征,并对结合文献资料对廉租房的三大基础理论进行了叙述,其次从Q市廉租房的保障对象、补贴方式、分配原则、具体流程、后期管理、投入交付使用情况等方面出发叙述了廉租房运行管理现状,从中找出Q市廉租房存在着保障标准缺乏层次性、房源数量与户型不合理、区位规划失衡、准入退出机制有待调整及相关法律不完善等问题,并对这些问题进行深层次的原因剖析,另外还对国内比较先进地区的廉租房经验进行了借鉴,最后结合Q市实际,提出了五个方面的建议:进一步强化部门协调力度,实现信息共享;完善廉租房的退出机制;统一规划,合理布点,分散安置,人性化设计;健全廉租房的法律法规体系,大幅度提高立法层次;加大惩戒力度,强化全方位监督作用。
[Abstract]:The low-rent housing system is an important part of the housing security system in China. How to strengthen the construction of low-rent housing and improve the management level of low-rent housing is the most important part of the development of low-rent housing. Whether the low-rent housing system is perfect or not is related to the maturity of our country's indemnificatory housing system. The development of low-rent housing is also an important way to maintain social equity. By analyzing the current situation of operation and management of low-rent housing in Q city and combining the experience of advanced areas in China, this paper finds out the disadvantages of the operation management of low-rent housing in Q city and analyzes it. Drawing on the literature of other scholars, this paper puts forward some policy suggestions in line with Q City's actual situation. This paper first expounds the connotation and basic characteristics of low-rent housing, and describes the three basic theories of low-rent housing in combination with the literature, and then from Q City low-rent housing security object, subsidy methods, distribution principles, specific processes. From the aspects of later management, input and use, the paper describes the current situation of operation and management of low-rent housing, and finds out that there is a lack of levels of security standards in low-rent housing in Q city, the number of housing sources and household type is unreasonable, and the location planning is out of balance. The access and exit mechanism needs to be adjusted and the relevant laws are not perfect, and the reasons for these problems are analyzed deeply. In addition, the experience of low-rent housing in more advanced areas in China is also used for reference, and finally, combined with the reality of Q City, Five suggestions are put forward: further strengthening the coordination of departments to realize information sharing; perfecting the withdrawal mechanism of low-rent housing; unified planning, reasonable placement, scattered placement, humanized design; improving the legal and regulatory system of low-rent housing; Raise the level of legislation to a large extent; intensify disciplinary efforts and strengthen the role of all-round supervision.
