公共租赁住房土地支持政策研究

【摘要】:公共租赁住房是我国住房保障体系的重要组成部分,加快建设公共租赁住房是我国“十二五”期间住房保障工作的重点,这对于解决我国中低收入人群的住房困难、促进社会和谐稳定具有十分重要的作用。我国在开展公共租赁住房建设的同时,针对各地公共租赁住房建设过程中出现的困难进行了大量的实践探索和政策研究。土地支持政策是保证公共租赁住房可持续建设运营最重要的支持政策之一,也是社会普遍关注的热点问题,本文主要就如何利用土地政策支持公共租赁住房建设进行深入研究。 分析我国公共租赁住房相关的土地支持政策,本文发现目前我国公共租赁住房土地供应过程中出现的问题主要有两个,第一是公共租赁住房项目用地选址不合理,第二是土地补贴对公共租赁住房建设支持不到位。本文主要针对这两个问题,从建设用地选址、土地供应价格和土地规划激励措施三个角度进行相应的分析和计算。 首先,本文提出了公共租赁住房用地选址的评价方法并对北京市24个公共租赁住房项目选址进行了综合评价打分;接着,针对土地补贴资金不到位的情况,从政府承担机会成本的角度建立计算模型,确定政府土地供应价格优惠幅度,并结合实际案例进行计算分析;之后,,本文提出合理利用规划激励措施可以有效促进公共租赁住房建设,具体的做法主要包括在配建项目中采用容积率奖励措施和在集中建设公共租赁住房项目中允许规划建设一定比例的商业配套的措施,并建立了相应的计算分析方法。 本文研究的主要结论有两个,第一,重视公共租赁住房项目的用地选址,一方面确保对被保障人群住房保障作用的实际发挥,另一方面保证项目入住率,确保项目能够获得稳定的经营收入;第二,土地补贴是政府对公共租赁住房最重要的补贴政策之一,有效的土地补贴措施将显著改善项目的财务评价效果。 本文的研究深入探讨了公共租赁住房土地支持政策的关键措施,给地方政府进行土地政策设计提供依据,完善了公共租赁住房土地政策的理论研究,也为我国公共租赁住房的实践操作提供了重要参考。
[Abstract]:Public rental housing is an important part of the housing security system in China. Speeding up the construction of public rental housing is the focus of housing security work during the 12th Five-Year Plan period, which will solve the housing difficulties of low and middle-income people in China. Promoting social harmony and stability has a very important role. With the development of public rental housing construction in China, a great deal of practical exploration and policy research have been carried out in view of the difficulties in the process of public rental housing construction. Land support policy is one of the most important supporting policies to ensure the sustainable construction and operation of public rental housing. It is also a hot issue of social concern. This paper mainly focuses on how to use land policy to support the construction of public rental housing. Based on the analysis of land support policies related to public rental housing in China, this paper finds that there are two main problems in the process of land supply of public rental housing in China. The first one is that the location of land for public rental housing projects is unreasonable. Second, land subsidies for public rental housing construction support is not in place. Aiming at these two problems, this paper analyzes and calculates the construction land location, the price of land supply and the incentive measures of land planning. First of all, this paper puts forward the evaluation method of public rental housing site selection and makes a comprehensive evaluation of 24 public rental housing projects in Beijing. Then, aiming at the situation that land subsidy funds are not in place, From the angle of opportunity cost, the calculation model is established to determine the preferential margin of government land supply price, and the calculation and analysis are carried out in combination with actual cases. This paper proposes that reasonable use of planning incentives can effectively promote the construction of public rental housing. The specific measures include the use of volume rate incentive measures in the allocation project and the measures of allowing the planning and construction of a certain proportion of commercial supporting measures in the centralized construction of public rental housing projects, and the corresponding calculation and analysis methods are established. The main conclusions of this paper are as follows: first, to attach importance to the site selection of public rental housing projects, on the one hand, to ensure the actual play of the housing security role of the protected population, on the other hand, to ensure the occupancy rate of the projects. Second, land subsidy is one of the most important subsidy policies for public rental housing. Effective land subsidy measures will significantly improve the financial evaluation effect of the project. The research of this paper deeply discusses the key measures of land support policy of public rental housing, provides the basis for the local government to design the land policy, and consummates the theoretical research of the land policy of public rental housing. It also provides an important reference for the practice of public rental housing in China.
