我国公共租赁房建设问题与对策研究

【摘要】：近年来，我国大部分城市的商品房价格持续攀升，住房保障体系因廉租房、经济适用房等制度的缺陷，一直没有形成。随着我国居民收入差距渐渐拉大，高收入群体成为商品房的消费主流，而低收入及困难群体，则有保障性住房的保障。但是像刚毕业参加工作的大学生、外来务工人员以及城镇户籍中的中低收入群体——即所谓的“夹心层”，既不符合保障性住房的申请条件，在高房价面前又无能为力，且这一群体越来越庞大。为了满足这一群体的住房需求，我国自2010年开始正式实施公共租赁房制度。由于它是一个新生事物，加之实施时间短，又有别于以往其他类型的保障性住房，所以其在建设运行上还很不完善，也缺乏相应的理论和实践的支持。国外的公共住房制度发展相对成熟，机制比较健全，而从我国目前各地的实践探索来看，虽然在融资模式、运行管理等方面积累了不少经验，但需要完善和改进的地方还有很多。本文从国内主要城市公共租赁房建设运行的实践层面入手，，总结我国公共租赁房建设中存在的问题和不足之处，借鉴国外公共住房建设的经验教训，探讨我国公共租赁房制度发展之路。
[Abstract]:In recent years, the price of commercial housing in most cities of our country has been rising, and the housing security system has not been formed because of the defects of low-rent housing, comfortable housing and other systems. With the widening of income gap in our country, high-income groups become the mainstream of consumption of commercial housing, while low-income and difficult groups have the security of secure housing. But like college students who have just graduated from work, migrant workers and the low- and middle-income groups in urban household registration-the so-called "sandwich layer"-they do not qualify for affordable housing and are powerless in front of high housing prices. And this group is getting bigger and bigger. In order to meet the housing needs of this group, public rental housing system has been implemented in China since 2010. Because it is a new thing, in addition to the short implementation time, but also different from other types of housing, so its construction operation is not perfect, and lack of corresponding theory and practice support. The foreign public housing system is relatively mature and the mechanism is relatively sound. From the current practice and exploration in various parts of our country, although we have accumulated a lot of experience in the aspects of financing mode, operation management, etc. But there is still a lot to improve and improve. Starting from the practical aspects of the construction and operation of public rental housing in major cities in China, this paper summarizes the problems and deficiencies in the construction of public rental housing in China, and draws lessons from the experiences of foreign countries in the construction of public rental housing. This paper discusses the development of public rental housing system in China.
