我国住房保障政策实施问题研究

【摘要】：文章基于恩格斯住宅理论、公共选择理论的视角审视我国住房保障政策实施以来的各种问题,如保障住房建设中的“两极化”问题、保障范围界定不合理问题、寻租问题等,深层次剖析住房保障政策实施不力的原因,并针对2013年提出的廉租房、公租房并轨推行和十八大后共有产权房试点推行进行实施前瞻分析,研究了美、德、香港、日本等发达国家和地区住房保障政策实施的情况和值得借鉴的经验,提出地方政府寻求刺激经济政策规避类似保障性住房政策等财富再分配型政策的倾向,并就上述各个问题提出了具体可行的解决对策和政策建议。
[Abstract]:Based on Engels' housing theory and public choice theory, this paper examines various problems since the implementation of housing security policy in China, such as "polarization" in housing construction, unreasonable definition of security scope, rent-seeking, and so on. Deeply analyze the reasons for the poor implementation of the housing security policy, and carry out a forward-looking analysis of the implementation of the low-rent housing policy, the parallel implementation of public housing and the pilot implementation of joint property rights housing after the 18th National Congress of the National Congress of the United States, Germany, Hong Kong, and the United States, Germany and Hong Kong. The implementation of housing security policies in developed countries and regions, such as Japan, and the experience that is worth learning from, put forward the tendency of local governments to seek to stimulate economic policies to avoid wealth-redistribution policies such as affordable housing policies. And put forward the concrete feasible solution countermeasure and policy suggestion to the above problems.
