山西省住宅市场非均衡性及宏观调控研究

【摘要】:1998年我国全面推进了城镇居民住房制度的改革,取消了住房的福利制分配,转向住房的市场化,此举明确了居民住房产权的私有化,居民购房的热情高涨,住房需求开始集中释放。住宅业进入快速发展阶段。 山西省地处中部,其住宅业与我国发达地区相比起步较晚,发展较慢。“八五”时期,全省住宅业才初具规模,住宅市场交易步入正轨,到“十五”时期住宅开发投资规模逐步扩大。全省住宅市场随之进入快速发展阶段。在近几年的发展过程当中,山西省住宅市场运行出现了很多问题。供求总量上,从非均衡的角度对山西省住宅市场的现状以及住宅非均衡特点进行了分析,重点研究山西省住宅市场供求总量的非均衡,构建住宅供求非均衡模型,模型显示出山西省住宅供求分别呈现出两个阶段的非均衡,2004年以前供不应求,,2005年至今供大于求。之后提出山西省住宅市场非均衡度的概念,用以测算山西省住宅供求总量非均衡程度和方向,为宏观调控住宅供求总量提供了一种新的分析方法和调控指标。 对山西省住宅市场结构问题从两方面进行了深入研究,即住宅户型面积结构非均衡和市场内部各产品投资的非均衡。研究表明,90平米以下和140平米以上这两种户型结构在不同时期的供求情况不同。2010年以前,90平米以下的住房存在供不应求的状况,2011年供给才有所增长。140平米以上的大户型住宅一直是开发商热衷建设的,因为其销售前景很好。在内部产品结构上,形成了以普通商品住宅为主的住宅产品的供应体系,对经济适用房的投入比例正在逐年加大。从需求方面来看,投机性需求严重,作为供给主体之一的开发商来说都热衷于开发大户型的商品住房,使得广大中低收入家庭所需的小户型住房紧缺,导致有效需求不足。总体上来说,供求总量呈现出非均衡的发展态势,结构性矛盾日益突出,市场的失灵有其自发性和滞后性,单纯依靠市场自发进行调节需要的周期比较长,所以,国家出台很多宏观调控政策来调节住宅市场。通过制定相关经济政策,运用法律手段、行政手段来对市场进行宏观调控是使住宅市场平稳、健康发展的可行之路。
[Abstract]:In 1998, China comprehensively promoted the reform of the housing system of urban residents, abolished the distribution of housing welfare system, and turned to the marketization of housing. This made clear the privatization of housing property rights of residents, and the enthusiasm of residents to buy houses. Housing demand began to focus on the release. The housing industry has entered a stage of rapid development. Shanxi Province is located in the middle of the country. Compared with the developed regions of China, the housing industry of Shanxi Province starts later and develops slowly. During the "eighth Five-Year Plan" period, the housing industry in the province took shape, and the housing market was on the right track, and the scale of investment in housing development gradually expanded during the 10th Five-Year Plan period. With the rapid development of the housing market in the province. In the process of development in recent years, there are many problems in the operation of Shanxi housing market. In terms of total supply and demand, this paper analyzes the present situation and characteristics of housing market in Shanxi Province from the point of view of disequilibrium, focuses on the disequilibrium of total supply and demand of housing market in Shanxi Province, and constructs a non-equilibrium model of housing supply and demand. The model shows that the supply and demand of housing in Shanxi Province show two stages of disequilibrium, before 2004, the supply exceeds the demand, and the supply has exceeded the demand since 2005. Then the paper puts forward the concept of non-equilibrium degree of housing market in Shanxi Province, which is used to measure the disequilibrium degree and direction of the total housing supply and demand in Shanxi Province, and provides a new analysis method and control index for macro-control of the total housing supply and demand. This paper makes an in-depth study on the structure of the housing market in Shanxi Province from two aspects, namely, the non-equilibrium of the residential area structure and the disequilibrium of the investment of various products in the market. The research shows that the supply and demand of these two types of household structures are different in different periods. Before 2010, the supply of housing below 90 square meters is in short supply, but in 2011 the supply has increased more than .140 square meters. Large houses have always been built by developers. Because its sales prospects are very good. In terms of internal product structure, the supply system of residential products is formed, and the proportion of input to comfortable housing is increasing year by year. From the demand side, speculative demand is serious, as one of the main supply of developers are keen to develop large type of commodity housing, so that the majority of low-income families need small housing shortage, leading to insufficient effective demand. On the whole, the total amount of supply and demand presents an unbalanced development trend, structural contradictions become increasingly prominent, the market failure has its spontaneity and hysteresis, and the period needed to adjust solely by relying on the market spontaneously is relatively long, so, The country issued a lot of macro-control policies to regulate the housing market. It is a feasible way to make the housing market develop steadily and healthily by making relevant economic policies, using legal means and administrative means to carry out macro-control on the market.
