武汉市公租房供应与分配管理问题研究

【摘要】:公租房是为解决以大学毕业生、外来务工人员和城镇户籍居民中低收入阶层为主体的“夹心层”群体的基本住房需求而实施的,其实施能有效填补经济适用房和廉租房保障体系的空白,是我国住房保障体系的重要组成部分。如何有效地解决武汉市公租房供应与分配管理中面临的诸多问题,完善武汉市住房保障体系,培育租赁市场,丰富住房供应体系,吸引优秀人才、发展武汉城市经济、促进社会和谐稳定,助推武汉建设国家中心城市建设目标是论文研究出发点。 论文的研究方法:一、定量分析与定性分析相结合的方法。论文采用“武汉市公租房潜在供给对象调查问卷”的分析结果,较深入分析武汉市公租房潜在供给对象居住及需求特征。二、比较研究方法。通过对发达国家住房政策进行比较研究,吸收其有益的能适用于我国国情的成功经验,从而使武汉市公租房政策更加完善。 论文分5章完成。第1章为绪论。介绍本文的研究背景和研究意义及研究思路和研究方法。第2章是对公租房概念及相关理论的介绍。第3章是对公租房供应与分配管理制度的发展历程和现状的分析。第4章分析武汉市公租房供应与分配管理中存在问题及原因,最后提出了发展和完善武汉市公租房供应与分配管理的对策建议。 论文研究得出:(1)公租房制度是为解决“夹心层”群体的基本住房需求而开展的,其实施具有重大现实意义。(2)通过对“武汉市公租房潜在供应对象居住特征”调查问卷分析,可知当前武汉市公租房潜在供给对象在居住方面存在租金支付压力大、居住满意度低的现状,其期望能居住价格合适、居住地距工作地较近的公租房。(3)从当前武汉市公租房实施情况来看,武汉市公租房在供应与分配上存在相关问题。在供应方面主要存在土地供应不足、融资渠道狭窄和房源供应短缺等问题。在分配管理方面主要存在保障门槛高、家庭收入审核难度大、退出机制不完善及管理成本过高和政府财政压力大等问题。(4)为有效促进武汉市公租房供应与分配管理工作,在供给方面,本文认为应合理布局公租房房源、加大资金筹集渠道、完善公共配套设施,扩大房源供给渠道。在分配管理方面,建议放宽公租房准入条件,完善公租房资格审核机制和经租管理、完善相关住房保障法律体系建设和社会信用体系建设。
[Abstract]:Public rental housing is designed to meet the basic housing needs of the "sandwich class" group, which is dominated by university graduates, migrant workers and urban residents with low and middle income levels. Its implementation can effectively fill the gap of comfortable housing and low-rent housing security system, and it is an important part of our housing security system. How to effectively solve the problems faced in the supply and distribution management of public rental housing in Wuhan, perfect the housing security system, cultivate the rental market, enrich the housing supply system, attract outstanding talents, and develop Wuhan's urban economy. Promoting social harmony and stability and promoting Wuhan to build a national central city is the starting point of this paper. The research methods of this paper are as follows: first, the method of combining quantitative analysis with qualitative analysis. Based on the questionnaire of the potential supply of public rental housing in Wuhan, this paper makes a deep analysis of the living and demand characteristics of the potential public rental housing in Wuhan. Second, comparative research methods. Through the comparative study of the housing policies of developed countries, the successful experiences which can be applied to the situation of our country can be absorbed, so as to make the public rental housing policy of Wuhan City more perfect. The thesis is divided into five chapters. Chapter 1 is the introduction. This paper introduces the research background, research significance, research ideas and research methods. The second chapter is the introduction of the concept of public rental housing and related theories. Chapter 3 is the analysis of the development process and present situation of the public rental housing supply and distribution management system. Chapter 4 analyzes the problems and reasons in the supply and distribution management of public rental housing in Wuhan, and finally puts forward some countermeasures and suggestions for the development and improvement of the supply and distribution management of public rental housing in Wuhan. The conclusions are as follows: (1) the public rental housing system is developed to solve the basic housing needs of the "sandwich layer" group, and its implementation is of great practical significance. (2) through the questionnaire analysis of "the living characteristics of the potential suppliers of public rental housing in Wuhan", It can be known that the potential supply of public rental housing in Wuhan has the current situation of high rent payment pressure and low living satisfaction, and its expectation of housing price is appropriate. (3) from the current implementation of public rental housing in Wuhan, there are related problems in the supply and distribution of public rental housing in Wuhan. On the supply side, there are many problems, such as insufficient land supply, narrow financing channels and shortage of housing supply. In the aspect of distribution management, there are some problems, such as high security threshold, high difficulty of family income audit, imperfect exit mechanism, too high management cost and heavy government financial pressure. (4) in order to effectively promote the supply and distribution management of public rental housing in Wuhan, On the supply side, this paper thinks that we should arrange the public rental housing resources rationally, increase the channels of raising funds, perfect the public supporting facilities, and expand the supply channels of public housing sources. In the aspect of distribution management, it is suggested to relax the access conditions of public rental housing, perfect the mechanism of qualification examination and management of public rental housing, and perfect the construction of the legal system of housing security and the construction of social credit system.
