长沙市跨江发展的动力机制及其调控对策

【摘要】:城市扩展是城市在各种内外动力作用下的空间推进,其过程不仅仅是简单的物理过程,而是在自然地理、社会经济等多方面因素相互影响、共同作用下形成的一种有机增长过程,而跨江河发展则是城市空间结构扩展的一种特殊形式。从国内外沿江河流域城市的扩展规律可以发现,当城市发展到一定阶段时,沿江河城市就会从沿江发展走向跨江发展,最终走向拥江发展。跨江发展已成为沿江发展城市扩展城市空间、优化城市结构、提升城市竞争力的重要举措。 本文以不同时期长沙市城区的土地利用现状图、规划图、遥感影像图为基础,运用GIS空间分析方法和多元统计分析法等研究方法,从时间序列、空间结构形态演变等方面对长沙市跨江发展的演变过程进行系统的分析,将长沙市的跨江发展划分为6个阶段,并结合自然地理、社会经济发展情况以长沙市跨江发展的推动力和制约因素两个方面为切入点,从人口与社会经济发展、交通条件、政府支持、外在需求与各种引力等方面深入探讨长沙市跨江发展的作用机制。基于长沙市跨江发展的历程与作用机制,结合长沙市跨江发展的现状条件,以及跨江发展会引发什么样的问题,并依据国内外跨江发展城市的实践与经验教训,提出了长沙市实施和推进跨江发展的主要策略。结果表明: (1)长沙市跨江发展的演变历程可划分为6个阶段:1949年以前的沿江发展阶段、1949-1965年的萌芽发展阶段、1965-1978年的初期发展阶段、1978-1989年的缓慢发展阶段、1989-2008年的加速发展阶段、2008年至今的全面加速推进阶段。 (2)长沙市跨江发展过程的驱动机制:①长沙市自身经济发展是持久连续的动力,这种动力伴随着长沙市经济发展实力的增强而强化,反之,城市的跨江河发展又会带动经济的发展;②各级政府通过行政、规划等政策手段是长沙市跨江发展的直接推动力,这种动力一般具有明显的目的导向性,其所起作用的大小取决于政府的推动力度;③长沙市河西区域的吸引力及城市发展引发的各个方面对跨江河发展的需求对长沙市跨江发展的推动作用明显,此作用力直接关系到城市跨江河发展的效率和进程。随着长沙市经济水平的不断发展,政府在推动城市跨江河发展过程中的作用相对来讲趋于弱化,而城市的内生推动力经济的发展将会逐渐成为城市跨江河发展最根本的推动力。本文将长沙市跨江河发展的阻力主要归结于自然地理条件的限制、技术经济条件的限制。随着社会经济的发展以及科学技术水平的不断提高,自然地理条件以及技术设施条件的制约作用趋于弱化,城市经济发展水平成为制约长沙市跨江发展的关键因素。 (3)依据国内外跨江发展城市的实践与经验教训,并结合长沙市跨江发展的现状条件,及跨江发展过程中可能引发的问题,对长沙市推进跨江发展提出了四点建议:①加快构建完善的交通网络系统;②推进区域联动整合,处理好区域功能互补性与独立性;③实施滨水区域的合理开发,实现“山、水、洲、城”的有机融合;④省市政府需提供持续的政策支持。
[Abstract]:Urban expansion is a space propulsion under the action of various internal and external forces. The process of urban expansion is not only a simple physical process, but also an organic growth process formed under the interaction of many factors such as natural geography, social economy and other factors. The development of the river is a special form of the expansion of urban space structure. The expansion law of the cities along the river valley at home and abroad can be found that, when the city develops to a certain stage, the city will develop from the river along the river to the cross river development, and eventually to the development of the river, which has become an important measure to expand the city space along the river, optimize the urban construction, and enhance the competitiveness of the city.
This paper, based on the land use status map of Changsha city in different periods, based on the planning map and remote sensing image, uses the methods of GIS spatial analysis and multivariate statistical analysis to systematically analyze the evolution process of Changsha city's cross river development from the time series and the evolution of the spatial structure form, and the trans Jiang hair of Changsha city. The exhibition is divided into 6 stages, and combined with the natural geography and social and economic development, the driving force and restriction factors of Changsha's cross river development are the starting point. From the aspects of population and social and economic development, traffic conditions, government support, external demand and various gravitational forces, the mechanism of the cross river development in Changsha is discussed. Based on Changsha, The process and mechanism of the cross river development in the city, combined with the current conditions of Changsha's cross river development, and what kind of problems will be caused by the cross river development, and according to the practice and experience of the cities across the river at home and abroad, put forward the main strategy to implement and promote the development of the river across the river in Changsha. The results show that:
(1) the evolution process of Changsha's cross river development can be divided into 6 stages: the development of the river along the river before 1949, the stage of germination and development of 1949-1965 years, the initial stage of 1965-1978 years, the slow development stage of 1978-1989 years, the accelerated development stage of 1989-2008 years, and the comprehensive acceleration and promotion stage from 2008 to the present.
(2) the driving mechanism of Changsha's cross river development process: (1) Changsha's own economic development is a lasting and continuous driving force, which is accompanied by the strengthening of the strength of Changsha's economic development. On the contrary, the development of the city's cross river development will lead to the economic development. (2) the government at all levels through administration, planning and other policies are the trans River in Changsha. The direct driving force of development, this kind of motive force generally has obvious goal orientation, the size of its function depends on the impetus of the government; thirdly, the attraction of the Hexi region of Changsha city and the development of the city caused by the urban development have an obvious effect on the cross river development in Changsha. With the continuous development of the economic level of Changsha, the role of the government in promoting the development of the city across the river tends to weaken, and the development of the urban endogenous driving economy will gradually become the most fundamental driving force for the development of the cities across the river. This paper will cross the river in Changsha. The resistance of development is mainly due to the limitation of natural geographical conditions and the restriction of technical and economic conditions. With the development of the social economy and the continuous improvement of the level of science and technology, the constraints of the natural geographical conditions and the conditions of technical facilities tend to weaken, and the level of urban economic development has become the key factor restricting the development of Changsha's cross river.
(3) according to the practice and experience of the cities across the river at home and abroad, and combining the present conditions of Changsha's cross river development and the possible problems in the process of cross river development, four suggestions are put forward to promote the development of cross river development: (1) speeding up the construction of a perfect traffic network system; 2. Promoting regional linkage integration and handling good regional work It can be complemented and independent; thirdly, to implement the rational development of the waterfront area to realize the organic integration of "mountain, water, continent and city"; (4) the government of provinces and cities should provide continuous policy support.
