东营市未利用地开发利用研究

【摘要】:随着经济社会的发展和城市化、工业化进程的加快,人口的继续增长,我国人地矛盾日趋尖锐化,既要确保18亿亩耕地这条红线,又要抓住机遇促进国民经济又好又快稳定发展,这便要求我们妥善处理土地资源保护,尤其是耕地保护与经济建设的矛盾。众所周知,,土地资源是有限的,如何利用好有限的资源,服务好社会发展和经济发展,既满足当时、当代人的需求,又不损害对后代人的满足需求的能力,这是一个亟待解决的重要课题。 《国务院关于促进节约集约用地的通知》(国发⺌2008⺗3号)中明确提出:“国土资源部门要对适宜开发的未利用地做出规划,引导和鼓励将适宜建设的未利用地开发成建设用地”。《国务院关于黄河三角洲高效生态经济区发展规划的批复》(国函⺌2009⺗138号)指出:“要将黄河三角洲建设成全国重要的后备土地资源开发区”。《山东省关于支持黄河三角洲高效生态经济区又好又快发展的意见》(鲁发⺌2008⺗13号)提出:“加快国有未利用地开发。引导和鼓励将适宜建设的未利用土地开发成建设用地。”国土资源部部长徐绍史多次强调:未利用地用起来,就是保护,而且是保护了耕地。 为了科学规范未利用地开发利用,充分发挥未利用地资源开发对落实最严格的耕地保护制度和节约集约制度、增加土地有效供给、拓展建设用地新空间、缓解用地供需矛盾、促进城乡统筹发展、着力推进黄河三角洲高效生态经济区建设的保障作用,从东营市实际出发,鉴于东营市未利用地占土地总面积比例较大,且多为荒草地和盐碱地,为此,笔者对东营市未利用地进行了深入细致的调研。 论文从东营市市情、未利用地概况入手,归纳分析了东营市土地利用现状、未利用地现状、土地利用主要特点、土地利用主要问题,同时运用定性和定量结合、理论与实践相结合等研究方法详细分析了东营市未利用地开发利用的必要性和可行性,指出了东营市未利用地开发利用后可产生的生态机能效益和经济效益,并进行了投融资估算和策划探讨,同时提出了要采取有力措施来构建东营市未利用地开发利用保障机制。 限于笔者能力和知识水平,对未利用地开发利用后的后续维护管理研究不透,思路尚不够完整全面,未作表述有所欠缺。

It is necessary to seize the opportunity to promote the sound and stable development of the national economy, which requires us to properly handle the contradiction between the protection of land resources, especially the protection of cultivated land and economic construction. As we all know, land resources are limited, and how to make good use of the limited resources to serve social and economic development both to meet the needs of the present generation without compromising the ability to meet the needs of future generations, This is an important task to be solved urgently. The Circular of the State Council on promoting the Conservation of intensive Land use (2008? 3) clearly states: "Land and resources departments should make plans for unused land that is suitable for development." Guide and encourage the development of unused land suitable for construction into construction land. "the State Council's written reply on the Development Plan of the efficient Ecological Economic Zone of the Yellow River Delta" (Guoxin 2009-138) pointed out: "the Yellow River Delta should be built into a whole country." An important reserve land resource development zone ". Shandong Province's opinion on supporting the sound and rapid development of the efficient ecological economic zone of the Yellow River Delta" (LUFAA 2008- 13) puts forward: "speeding up the development of state-owned unused land. To guide and encourage the development of unused land suitable for construction into construction land. " Minister of Land and Resources Xu Shaoshi has repeatedly stressed that unused land is protected and cultivated land is protected. In order to scientifically standardize the exploitation and utilization of unused land, to give full play to the exploitation of unused land resources to implement the strictest system of cultivated land protection and conservation and intensive system, to increase the effective supply of land, to expand the new space for construction land, and to alleviate the contradiction between supply and demand of land, To promote the overall development of urban and rural areas and to promote the protection of the construction of an efficient ecological economic zone in the Yellow River Delta, starting from the reality of Dongying City, in view of the fact that the unused land in Dongying City accounts for a large proportion of the total land area, and that most of the land is barren grassland and saline-alkali land, The author has carried on the thorough and meticulous investigation to the Dongying unused land. Starting with the situation of Dongying city and the general situation of unused land, the paper summarizes and analyzes the present situation of land use, the present situation of unused land, the main characteristics of land use, the main problems of land use, and the combination of qualitative and quantitative analysis. The necessity and feasibility of exploitation and utilization of unused land in Dongying City are analyzed in detail by combining theory with practice, and the ecological function benefit and economic benefit of unused land development and utilization in Dongying City are pointed out. At the same time, the author puts forward some effective measures to construct the mechanism of developing and utilizing unused land in Dongying City. Limited to the author's ability and knowledge level, the research on the follow-up maintenance management after the exploitation and utilization of the unused land is not clear, the train of thought is not complete and comprehensive, and there is some deficiency in the expression.
