商业地产项目EPCM采购管理模式及其应用研究

【摘要】:EPCM (engineering、procurement、construction management)模式是由EPCM承包商全权负责工程项目的设计和采购,并负责施工阶段的管理,并协助业主对项目进行全面管理控制,是一种在国际上普通使用的模式。在影响EPCM工程项目实施的三个关键因素:计划(planing)、采购(procurement)、进度(performance)中,项目采购管理工作起到了承上启下的作用。一方面采购管理是对项目计划的深化与贯彻,另一方面其又是项目进度的控制依据与保证。 本文通过对EPCM模式发展现状的研究,分析EPCM模式应用于商业地产项目的适用性及合理性,并针对工程项目采购管理的理论发展以及EPCM模式下商业地产项目采购管理的特点,选择供应商关系管理理论及采购管理人员胜任力模型为方向进行优化研究,并探讨了构建虚拟采购联盟的可能性与其应用运作分析,以及胜任力模型在工程项目采购管理人员的选拔与培训工作中的应用。 本文以曾经参与的某商业地产EPCM管理项目为案例,系统介绍了EPCM模式下商业地产项目采购管理工作,分析了项目采购管理工作中存在的问题。本文提出了虚拟采购联盟以及项目采购经理胜任力模型在该项目中初步应用构想,并针对项目中存在的问题和项目实际情况,结合相关理论应用构想,提出进一步完善项目采购管理工作的三点建议,即优化项目信息管理平台、提高项目采购管理团队的整体综合素质以及加强相应的供应商管理工作。以期为EPCM模式下商业地产项目采购管理工作提供参考与借鉴。
[Abstract]:EPCM (engineering,procurement,construction management) mode is a mode in which the EPCM contractor is in charge of the design and procurement of the project, and is responsible for the management of the construction phase, and assists the owner in the overall management and control of the project. It is a model commonly used in the world. In the three key factors that affect the implementation of EPCM project: planning (planing), procurement (procurement), schedule (performance), project procurement management plays an important role in connecting the above with the following. On the one hand, procurement management is the deepening and implementation of project planning, on the other hand, it is the control basis and guarantee of project schedule. This paper analyzes the applicability and reasonableness of the application of EPCM model to commercial real estate projects through the research on the current situation of development of EPCM model, and aims at the theoretical development of engineering project procurement management and the characteristics of commercial real estate project procurement management under EPCM mode. The theory of supplier relationship management and the competency model of purchasing managers are selected to optimize the research, and the possibility of constructing virtual procurement alliance and its application operation analysis are discussed. And the application of competency model in the selection and training of project purchasing managers. Taking a commercial real estate EPCM management project as an example, this paper systematically introduces the commercial real estate project procurement management under the EPCM mode, and analyzes the problems existing in the project procurement management. This paper puts forward the concept of virtual purchasing alliance and project purchasing manager competency model applied in the project. According to the problems existing in the project and the actual situation of the project, combined with the related theory, the paper puts forward the concept of applying the virtual purchasing alliance and the competency model of the project purchasing manager in the project. Three suggestions are put forward to further improve the project procurement management, that is, to optimize the project information management platform, to improve the overall quality of the project procurement management team and to strengthen the corresponding supplier management. In order to provide reference and reference for the procurement management of commercial real estate project under EPCM mode.
