国家开发银行广东省分行国家助学贷款风险管理分析

【摘要】:国家助学贷款是一项“功在当代,利在千秋”的事业,这项业务的开展在我国时间不到20年。由于我国国家助学贷款一开始便体现了一种自上而下的行政推动过程,不像发达国家的助学贷款那样基本上是市场发展的自然结果,因此在发展过程中,其隐含的矛盾也随之曝露,其中信用风险问题尤其突出,研究具有重要意义。 本文除了导论外,主要内容包括以下几个部分: 第一部分即第二章,这是相关理论基础和国外经验。首先对国家助学贷款的概念及其特征进行了界定;重点运用道德风险理论对国家助学贷款存在信贷风险的机理进行了分析,介绍了风险管理的基本过程和主要策略;最后介绍了美国、澳大利亚、日本开展国家助学贷款的成功经验。 第二部分即第三至第六章,是国家开发银行广东省分行国家助学贷款风险管理全过程的案例分析,也是全文的重点。其中:第三章梳理了国家开发银行广东省分行国家助学贷款发展历程,利用风险识别理论结合国开行的实际情况,提出了国家开发银行广东省分行助学贷款的风险识别过程与步骤。第四章依据模糊综合评价理论,结合各位专家的意见与建议,建立了适用于国家开发银行的分析综合评价模型,将大学生信用风险评估指标体系中众多影响信用风险评级的因素归纳为三个层面共18个指标。并随机挑选学生,利用本文所建立的模糊评价模型进行评测,依据最大隶属度法则,对学生信用等级进行评定,提供给国家开发银行予以参考。第五章依据上述风险识别与评价的结论,针对生产流程分析法中的每一个步骤提出了相应的风险应对策略。认为降低助学贷款风险措施应该贯彻整个助学贷款的三个阶段即贷款前、贷款中、贷款后,提出了各阶段相应的降低风险的措施。助学贷款发放前的防风险工作主要包括:严格各层次的借款资格审核,提高对申请学生及家庭真实信息的了解程度,提高信用贷款宣传工作的效果;贷款期间的管理工作主要包括:对学生进行品德教育和开建学生的信用档案;对贷款学生毕业后的管理控制包括:完善学生的个人信用档案,制定还款计划和督促学生还款等三项内容。第六章从国家开发银行广东省分行的角度出发,提出了关于完善国家开发银行广东省分行助学贷款风险管理监控的措施。国家开发银行广东省分行助学贷款风险监控主要涵盖了四个方面的内容,分别是:国家助学贷款学生个人信用信息查询系统的建立与完善,国家助学贷款的偿还机制的改进,国家助学贷款的法律制度的完善和建设合理有效的操作流程,以及国家助学贷款的风险分担机制的建立。 第三部分即第七章,是对全文的总结和进一步研究展望。 本文的特色和创新之处是:从国家助学贷款提供者即国家开发银行的视角,运用现代经济学的前沿理论即信息经济学中的道德风险理论以及现代管理学中的风险管理的基本过程,系统分析国家开发银行广东省分行助学贷款风险管理全过程中的风险识别、风险评价、风险应对和风险监控。这在现有研究成果中还是比较少见的,也是本文的主要创新。
