基于可拓理论的西安市经济适用住房投资评价研究

【摘要】:依据2011年中央政府目标,经济适用住房项目在全国大范围动工建设,与普通房地产投资一样,同样面临投资数额巨大、投资周期长和变现能力差等特点,但是由于经济适用住房的特殊性,决定其具有投资微利性(利润不超过3%)。经济适用住房建设的不确定性逐步显现,即如何保障投入资金的安全稳健,以及保障经济适用住房建设长期稳定的资金供给,是现阶段保障我国经济适用住房建设投资顺利开展所面临的首要问题。因此,分析经济适用住房投资影响因素,以及对经济适用住房项目进行客观有效评价研究是现阶段亟待解决的问题。 本文以经济适用住房投资的特点为着眼点,对西安市经济适用住房投资发展现状进行研究,运用可拓分析方法对经济适用住房项目投资的影响因素进行分析,并建立一套由开发企业技术水平、项目情况、经济效益、社会效益和风险情况所构成的评价指标体系;其次在构建经济适用住房投资评价体系的基础上,运用可拓评价方法建立经济适用住房投资评价模型并且进行定量分析;最后结合对西安市三个经济适用住房项目的实际考察,运用问卷调查的方式采集样本数据运用到所建立的评价指标体系和模型之中,运用可拓优度评价寻找出最优投资项目。 本文研究目的旨在为政府或者社会投资者在经济适用住房投资决策时提供一定的决策依据,,使得经济适用住房项目的投资效果达到预期水平,保障经济适用住房建设顺利进行。
[Abstract]:According to the target of the central government in 2011, the construction of affordable housing projects across the country will begin on a large scale. Like ordinary real estate investments, they will also face the characteristics of huge investment amounts, long investment cycles and poor liquidity, etc. However, due to the particularity of affordable housing, it has a small investment profit (profit is not more than 3%). The uncertainty in the construction of affordable housing is gradually becoming apparent, that is, how to ensure the safety and stability of the investment funds, as well as the long-term and stable supply of funds for the construction of affordable housing. It is the most important problem to guarantee the investment of economic housing construction in our country at the present stage. Therefore, it is an urgent problem to analyze the influencing factors of economic housing investment and to evaluate the economic housing projects objectively and effectively. This paper focuses on the characteristics of affordable housing investment, studies the present situation of economic housing investment in Xi'an, and analyzes the influencing factors of economic housing investment by extension analysis method. And set up a set of evaluation index system composed of the technical level, project situation, economic benefit, social benefit and risk situation of the development enterprise; Secondly, on the basis of constructing the evaluation system of economic and applicable housing investment, using the extension evaluation method to establish the evaluation model of economic and applicable housing investment and carry on the quantitative analysis; Finally, combining with the actual investigation of three economic and applicable housing projects in Xi'an, the sample data are collected by questionnaire and applied to the evaluation index system and model, and the optimal investment project is found by the extension degree evaluation. The purpose of this paper is to provide a certain basis for the government or social investors to make decisions on affordable housing investment, to make the investment effect of economic housing projects reach the expected level, and to ensure the construction of affordable housing goes smoothly.
