【摘要】：中国共产党自建党以来取得巨大成就,其中一个主要原因就是坚持不懈的推进党的建设,从根本上保证党的纯洁性和先进性,而反腐倡廉建设在党的建设中发挥了不可替代的作用。当前我国处于现代化建设的高速发展阶段,腐败不仅侵蚀社会发展成果,严重破坏政治、经济和社会的发展,还会严重影响到党和政府的公共形象,损害党的执政根基。反腐倡廉建设是关系到党和国家兴衰荣辱的重大政治问题。新时期新阶段我国进入经济发展和改革开放的攻坚时期,中国共产党作为执政党肩负着贯彻落实"四个全面"战略布局的重大历史使命,同时也面临着严峻复杂的的挑战和形势,深入推进反腐败工作具有重大意义。十八大以来,党中央立足于当前我国基本国情,借鉴历史上党的反腐倡廉实践经验,从密切党和群众的关系、维护国家稳定和发展、巩固党的执政根基的根本价值取向上,反腐倡廉建设的战略意义被提升到了新的历史高度上,反腐倡廉建设在理论和实践方面都取得了不断的突破,反腐败工作获得了显著的成效。本文以十八大以来反腐倡廉建设为中心进行论述,试图对十八大以来反腐倡廉建设在理论和实践方面的创新性和突破性进行论述。本文首先分析了我国当前反腐败工作所面对的严峻挑战。我国当前的反腐工作的总体态势表现为"三个并存"、"两个依然",并在此基础上阐述了当前我国腐败现象的总体特点以及其生成原因。十八大以来,党中央对反腐倡廉建设的认知有了新的定位,将其重要性提升到新的高度。并对反腐倡廉建设在贯彻落实"四个全面"的战略布局中所发挥的作用进行深刻的分析。接着对十八大以来反腐败工作的主要内容进行论述,十八大以来反腐倡廉建设表现出"零容忍"的态势,充分体现反腐坚定性,并且突出制度反腐,注重法治建设,不断完善制度体系建设。同时强调构建反腐倡廉长效机制,坚持长期抓、经常抓,坚持标本兼治,通过治标为治本赢得时间和制度空间,这一系列举措也反映出十八以来反腐倡廉建设的创新性。文章最后试图对当前中国反腐倡廉建设所存在的一些问题提出相关建议,包括建全党内法规制度体系、改革和完善纪律检查体制以及健全惩处机制。
[Abstract]:The Communist Party of China has made great achievements since the founding of the Party, one of the main reasons is to unswervingly promote the Party's construction, and fundamentally ensure the Party's purity and advanced nature. At present, our country is in the high speed development stage of modernization, corruption not only erodes the achievements of social development, but also seriously destroys politics. Economic and social development will seriously affect the public image of the party and government. It is a major political problem related to the rise and fall of the party and the country. In the new period, China has entered the period of economic development and reform and opening to the outside world. As the ruling party, the Communist Party of China is shouldering the great historical mission of carrying out the "four comprehensive" strategic layout, and at the same time facing severe and complex challenges and situations. Since the 18 National Congress, the CPC Central Committee has been based on the current basic conditions of our country, drawing lessons from the historical experience of the party in combating corruption and advocating honesty, and from the close relationship between the party and the masses. In order to maintain the stability and development of the country and consolidate the fundamental value orientation of the Party's ruling foundation, the strategic significance of anti-corruption construction has been promoted to a new historical height. Anti-corruption construction in theory and practice has made a continuous breakthrough, anti-corruption work has achieved remarkable results. This paper discusses the anti-corruption construction since the 18 Congress as the center. This paper attempts to discuss the innovation and breakthrough in theory and practice of anti-corruption construction since the 18 Congress. This paper first analyzes the severe challenges faced by the current anti-corruption work in China. The general situation is: " Three coexist ". "two still", and on this basis elaborated the current corruption phenomenon in our country's overall characteristics and its causes. Since the 18 National Congress, the Central Committee of the party has a new position in the construction of anti-corruption. To raise its importance to a new level, and to carry out the "four comprehensive" measures to combat corruption and promote clean government. Then the main contents of anti-corruption work since the 18 Congress were discussed. Since the 18 Congress, the construction of combating corruption and advocating honesty has shown a situation of "zero tolerance", which fully embodies the steadfastness of anti-corruption, highlights the system anti-corruption, and pays attention to the construction of the rule of law. At the same time, we should build a long-term mechanism to fight corruption and advocate a clean government, adhere to long-term grasp, often grasp, adhere to both the symptoms and diseases, and win time and system space for the treatment of the root causes through palliative treatment. This series of measures also reflects the innovation of anti-corruption construction since 18. Finally, the article tries to put forward some relevant suggestions for the current construction of anti-corruption in China, including the establishment of the inner-party legal system. Reform and improve the disciplinary inspection system and improve the punishment mechanism.
