【摘要】：中心城区公共设施布局最能体现城市内部资源的分配，其布局合理与否，直接关系到当地的政治、经济与社会发展。因此，城市公共配套设施应随着城市的扩张而调整，一方面原有设施需要升级完善，另一面部分设施布局需要考虑在区域间重新配置，从而促进城市各区域平衡发展，提高城市服务效率和生活品质，提升城市功能和宜居度。随着泸州城市的高速扩张、社会经济的不断发展，其公共配套设施建设滞后、服务能力不足、数量缺乏等问题愈发突显。论文通过对泸州城市公共配套设施的布局优化研究，，以期为公共配套设施的规划建设提供一定借鉴。论文在查阅大量研究文献、总结国内外相关研究的基础上，通过对泸州市中心城区公共配套设施现状、空间分布特征、问题及原因的深入分析，提出了其布局优化的原则、目标，构建了布局优化的总体框架，以及各类公共配套设施布局优化的基本思路和体系架构，进而提出了中心城区公共配套设施布局优化的普适建议。论文主要取得了以下研究成果：（1）泸州市中心城区公共配套设施配置与人口不协调，组团间差异较大，各组团空间聚集水平差异显著。其建设模式和方式陈旧，管理机制和体制不健全，人口集聚和城市空间形态矛盾等，是造成上述问题的主要原因。（2）构建了泸州市中心城区“一主两副多级”的三级公共服务体系结构，以及各类公共配套设施布局优化的框架体系，并提出了其提升完善措施。（3）从规范管理、政策引导、新模式探索等几个方面，提出了适合各城市公共配套设施布局优化的建议。
[Abstract]:The layout of public facilities in central urban areas can best reflect the distribution of resources within the city. Whether the distribution is reasonable or not is directly related to the local political, economic and social development. Urban public supporting facilities should be adjusted with the expansion of the city. On the one hand, the original facilities need to be upgraded and improved; on the other hand, the layout of some facilities needs to be reconfigured among regions, thus promoting the balanced development of each region of the city. With the rapid expansion of Luzhou city and the continuous development of social economy, the construction of public supporting facilities lags behind and the service capacity is insufficient. Through the research on the layout optimization of public supporting facilities in Luzhou city, the paper hopes to provide some reference for the planning and construction of public supporting facilities. On the basis of consulting a large number of research documents and summarizing the relevant research at home and abroad, the paper analyzes the status quo, spatial distribution characteristics, problems and causes of public facilities in Luzhou central city. Put forward its layout optimization principles, objectives, the overall framework of layout optimization, as well as all kinds of public facilities layout optimization of the basic ideas and architecture. And then put forward the general suggestion of optimizing the layout of the public supporting facilities in the central city. The thesis has mainly obtained the following research results: 1) the allocation of public supporting facilities in Luzhou central city is not in harmony with the population, and there are great differences among groups, and there are significant differences in the level of spatial aggregation among groups. The construction mode and mode are old, and the management mechanism and system are not perfect. Population agglomeration and the contradiction of urban spatial form are the main causes of these problems. This paper constructs a three-level public service system structure of "one master, two different levels" in the central district of Luzhou city, and a framework system for optimizing the layout of all kinds of public supporting facilities, and puts forward some measures to enhance and perfect it. 3) from the aspects of normative management, policy guidance and exploration of new mode, the author puts forward some suggestions for optimizing the layout of public supporting facilities in various cities.
