中小学教育乱象治理中的公众参与研究

【摘要】:2014开年之初,习近平就在中纪委三次全会上以“零容忍”的态度为持续一年多的反腐败战役吹响了冲锋号。长期以来政府和公众的注意力更多聚焦于政治经济领域的腐败问题,而教育部门腐败的隐身性、复杂性使其以水滴石穿的侵蚀力在动摇着我们民族的根基。贪污受贿、违规收费、权学(钱学、色学)交易、招生考试舞弊、科研造假与经费流失、有偿家教和师德缺失等使教育这一净土已成腐败的高发区。特别是事关国运与民生的基础教育,更是引起了公众的极大不满。本文通过对教育乱象以及公众参与的相关研究进行文献梳理,对基础教育乱象治理中公众参与的主体、参与的内容及参与的途径进行重点研究,同时采用问卷调查法和案例分析法对公众参与教育乱象治理的表现形式、参与意愿、参与现状及影响因素进行调查,以了解公众参与教育乱象治理的现实情况,并进行归因分析,在此基础上,构建中小学教育教育乱象治理中的公众参与机制。通过调查研究可以得知,公众参与教育反腐的表现形式发生了一定的变化,媒体和网络平台越来越受到公众的亲睐。公众参与教育乱象治理的意识有所增强,但参与意识还不够强烈,容易受到内外部各种因素的影响,公众参与意识还有待提升。同时公众对于教育治理责任的认知度还不高,相当大一部分公众还没有认识到自身的主体作用。通过对现状的调查研究发现,公众在教育乱象治理中的实际参与度比较低,很多公众对于实际参与教育治理表现出顾虑和担忧。究其原因,主要受到自身因素、社会因素和制度因素的影响,因此本文从主要从三个方面来构建中小学教育乱象治理中的公众参与机制,分别是政策保障机制、宣传教育机制和公众参与机制,以期通过这些有效的公众参与机制构建,为相关政策的出台和完善提供意见和建议。
[Abstract]:The beginning of 2014. Xi Jinping's "Zero tolerance" at the third Plenary session of the Central Commission for discipline Inspection. The government and the public have long focused more on corruption in the political economy. The invisibility and complexity of corruption in the education sector make it shake the foundation of our nation with the erosion of water drops and stones. Corruption and bribery, illegal fees, rights (money, color) transactions, enrollment examination fraud. Fake scientific research and loss of funds, paid family education and lack of teachers' ethics have made the pure land of education a high incidence of corruption, especially the basic education which is related to the national luck and people's livelihood. This article through the educational chaos and the public participation related research literature combing, to the basic education chaos governance public participation of the main body. At the same time, the method of questionnaire and case analysis is used to investigate the forms, willingness, status quo and influencing factors of public participation in educational disorder governance. In order to understand the reality of public participation in the governance of educational chaos, and the attribution analysis, on this basis, the construction of primary and secondary education in the governance of public participation mechanism of public participation. Through investigation and research can be known. The form of public participation in education anti-corruption has changed, the media and network platform are increasingly popular with the public. The awareness of public participation in educational chaos governance has been enhanced, but the awareness of participation is not strong enough. Easy to be affected by various internal and external factors, the awareness of public participation needs to be improved. At the same time, the public awareness of the responsibility of educational governance is not high. A large part of the public has not yet recognized their main role. Through the investigation of the current situation, it is found that the actual participation of the public in the governance of educational chaos is relatively low. Many members of the public are concerned about the actual participation in educational governance. The reasons are mainly affected by their own factors, social factors and institutional factors. Therefore, this paper mainly from three aspects to construct the mechanism of public participation in the governance of educational chaos in primary and secondary schools, namely, the mechanism of policy guarantee, the mechanism of publicity and education and the mechanism of public participation. The purpose of this paper is to provide advice and suggestions for the promulgation and improvement of relevant policies through the construction of these effective public participation mechanisms.
