中石油非洲经营风险及规避措施研究

【摘要】：中国自20世纪90年代成为石油净进口国,进口数量也在不断增大。可以预见,随着中国经济的不断发展、城市化进程的不断加快和居民生活水平的不断提高,石油消费量仍将逐年增加。能否获得稳定的进口石油,已成为影响中国国民经济发展的关键性因素。非洲地区有着丰富的石油资源,随着己探明石油储量的不断增加,成为世界第四大石油生产地区,产油量仅次于中东、前苏联和北美地区。非洲因其巨大的石油生产潜力,逐渐成为世界油气勘探热点区域,世界各大型石油跨国公司也越来越重视在非洲的投资。中国的石油公司在非洲石油国家开展经营业务已有10年历史,但是中国石油企业在非洲经营的过程中,面临着比国内经营更大的风险,严重影响企业在非洲石油市场上稳定、持续的经营以及石油资源的获取。因此在中石油在非洲石油市场业务不断扩大的情况下分析企业在非洲石油市场上面临的各种风险,尽早做好防范措施,对中石油在非洲石油市场上的投资经营具有重大的现实意义。本文首先对相关理论进行了系统的阐述,分析了中石油在非洲经营现状、驱动因素以及存在的问题；然后对中石油在非洲经营的内外部环境进行了分析,包括中石油在非洲经营的优势、劣势、机遇与威胁；接着系统的分析了中石油在非洲石油市场上经营所面临的各种政治、经济、文化与技术等风险进行了分析并采用AHP层次分析法建立了风险综合评价模型,并对中石油在非洲地区经营面临的8种主要风险因素进行了综合评价,利用风险因素的综合权重值进行了重要程度的排序。文章的最后结合风险分析结论和中石油自身的优势、劣势并根据前文所分析出的中石油在非洲经营存在的各种问题与面临的风险提出有针对性的规避措施与建议。
[Abstract]:Chinese since 1990s became a net importer of oil, imports are also increasing. Predictably, with the continuous development of China economy, city urbanization and the continuous improvement of living standards, oil consumption will increase year by year. The availability of stable oil imports, has become a key factor affecting the national economy Chinese development.
Africa is rich in oil resources, with the increasing has proven oil reserves of become the world's fourth largest oil producing region, oil production after the former Soviet Union and the Middle East, Africa and North America. Because of its huge oil production potential, gradually become the world's oil and gas exploration hot region, the world is more and more large multinational petroleum companies pay attention to investment in Africa.
China oil company to carry out business has 10 years of history in the African oil countries, but the process Chinese oil companies operating in Africa, facing greater risks than domestic business, seriously affect the stability in the African oil market, access to sustainable management and petroleum resources. Therefore in the oil analysis of various risks of enterprises in the face of African oil market in Africa oil market continued to expand the case as soon as possible to take preventive measures, has great practical significance for the oil in the African oil market investment business.
This paper first makes a systematic exposition of the related theory, analyzed the management of petroleum in Africa, driving factors and existing problems; and then analyzes the oil in the African business environment, including the oil in Africa management strengths, weaknesses, opportunities and threats; and then analyzed in the oil business politics, facing in the African oil market economy, culture and technology risk is analyzed by AHP level analysis method to establish the risk evaluation model, and the oil business of 8 main risk factors faced in Africa was evaluated using the comprehensive weight values of risk factors the importance of the sort. Finally the risk analysis and conclusion in petroleum their advantages, disadvantages and according to the analysis above the oil business there in Africa Various problems and risks faced with targeted evasion measures and suggestions are put forward.
