【摘要】：随着全球范围内信息技术革命的不断深入发展,互联网技术日臻成熟并以其独特的优势迅速渗透到社会生活的各个领域,对人类的政治、经济、文化生活产生了广泛而深远的影响。在信息公开化、行政透明化逐步推进的今天,互联网这种新兴交流平台因信息量大、即时性好、交流范围广,在我国政治生态里已有了一席之地。也正是由于互联网所具有的这些特性,公民越来越倾向于选择互联网这种新兴渠道,参与到公共事务中。自上个世纪八十年代改革开放以来,中国同世界的联系日益紧密,越来越多的中国公民受到公平与民主思想的影响,积极地参与到公共政策制定等具体的公共事务上来。公民参与公共政策制定一方面方便公民的意志在具体的公共政策上中体现出来,另一方面也有利于推动公共政策制定的合理化与合法化进程。在互联网出现之前,公民参与公共政策制定方面仅仅是通过信访、参加各级人民代表选举、参加听证会、参加各种利益团体等途径来实现与政策制定者诉求自己的利益,参与渠道往往很有限。互联网的出现与发展,彻底打破了信息传递的地域限制和时空限制,为公民参与公共政策制定提供了种崭新的形式。然而我们必须意识到,尽管互联网为公民参与公民政策制定提供了更为广阔的平台,但是由于这种公民参与形式在中国还属于发展阶段,必然会带来一些消极影响。正因为这样,基于我国公共政策制定中的公民网络参与现状分析与研究,借鉴西方发达国家先进的经验并结合自身特点,积极引导公民网络参与公共政策制定,对于推进我国政治民主化进程具有积极意义。具体而言,本文的内在逻辑和基本框架如下：第一部分绪论主要通过对国内外公共政策制定中公民网络参与的研究成果进行总结和分析,逐渐阐述本文的选题背景和选题意义,并交代本文的研究方法及研究意义。第二部分笔者对本文涉及的相关概念进行界定,主要包括：公民参与、公共政策制定和政治参与等。并结合本文所用到的协商民主、新公共服务等理论基础,在概念与理论上,为本文的逻辑叙述做了一个铺铺垫。第三部分分析了互联网的出现对我国公民参与公共政策制定的二重性影响。一方面互联网的出现对我国公民参与公共政策制定产生了积极影响。另一方面,互联网的出现也为公民参与公共政策制定带来了新的问题。最后,在这一部分结尾笔者分析了这些问题产生的原因。第四部分介绍了以美国为代表的西方发达国家在网络环境下公民参与公共政策制定的先进经验,并尝试结合我国自身的特点,找到对我国公民参与公共政策制定的有益启示。第五部分写网络环境下公民参与公共政策制定的对策和建议。笔者针对前述的问题和困境,提出构建五项措施和举措,对关键问题进行分析并给予解决途径,以确立网络公民参与的正确发展方向。
[Abstract]:With the continuous development of information technology revolution in the world , the Internet technology is getting more mature and rapidly penetrating into various fields of social life with its unique advantages . It has a broad and profound influence on the political , economic and cultural life of human beings . The first part is mainly through summarizing and analyzing the research results of citizen ' s network participation at home and abroad . In the second part , the author defines the related concepts involved in this article , including citizen participation , public policy formulation and political participation . The third part analyses the duality influence of Internet emergence on the citizen ' s participation in public policy development . On the other hand , the emergence of Internet has a positive impact on the citizen ' s participation in public policy development . On the other hand , the emergence of Internet has brought new problems for citizen participation in public policy development . At last , the author analyzed the causes of these problems at the end of this part . The fourth part introduces the advanced experience of citizen ' s participation in public policy in the network environment , which is represented by the United States , and tries to find the beneficial enlightenment to the citizen ' s participation in public policy development . In the fifth part , the author puts forward five measures and measures to solve the above problems and difficulties , analyzes the key issues and gives the solution to the key issues , so as to establish the right direction of the network citizen ' s participation .
