【摘要】:近几年来,随着经济体制改革的不断深入、经济社会和公共服务事业的迅速发展,各级党政群机关在用人需求与编制管理方面的矛盾越来越突出。一方面,随着人们生活水平逐步提高,公益事业领域待解决的机构编制问题也随之增多;另一方面,现有的机构编制资源利用率不高、编制紧缺等深层次问题逐步凸显,许多政府机关和事业单位为满足本部门发展需求,在机构编制部门未能给本部门增加编制的情况下,自行在核定的编制外,大量聘用编外人员,而且聘用数量呈逐年上升趋势。机关事业单位编外人员的产生有及其复杂的政治、经济和社会等环境因素,但其供养经费由财政支出这一事实,使其不能摆脱是财政供养人员的本质,同时这类人员的大量存在产生了降低政府效能、增加财政负担、损害政府形象等一系列不良影响。所以,切实解决机关事业单位编外人员问题,已经成为各地党委、政府、机构编制和人力资源部门亟待研究的重要任务。本文通过文献研究法、社会调查法,以威海市文登区机关事业单位编外人员情况为研究对象,对此区编外人员的现状进行深入分析,对导致文登区编外人员膨胀的政治、经济、社会和科技等影响因素进行了探讨。同时,对有关编外人员的各类文献以及研究成果进行系统地收集、整理和归类,通过对信息的分析,归纳出可以借鉴的理论方法。并在此基础上,提出了对机关事业单位编外人员进行规模控制的对策方法。笔者试图分析在新的形势下,通过本研究为推动政府精兵简政、机构编制部门破解编制的供应与需求的矛盾、提升机构编制管理水平提供一些有价格的参考。
[Abstract]:In recent years, with the deepening of the economic system reform and the rapid development of the economic society and public service, the contradiction between the personnel demand and the establishment and management of the Party, government and masses at all levels has become more and more prominent. With the gradual improvement of people's living standards, the number of organizational problems to be solved in the field of public welfare has increased. On the other hand, the existing institutional resource utilization rate is not high, staffing shortage and other deep-seated problems gradually highlight, many government agencies and institutions to meet the needs of the development of the department. In the event that the establishment department fails to increase its staffing establishment, it employs a large number of non-staff personnel in addition to the authorized establishment. Moreover, the number of employment is increasing year by year. There are complicated political, economic and social environmental factors in the non-staff personnel of the government and institutions, but the fact that the supporting funds are financed by the financial expenditure. It can not get rid of the essence of the financial support staff, at the same time, a large number of such personnel have reduced the effectiveness of the government, increase the financial burden, damage the image of the government and a series of adverse effects. It has become an important task for local party committees, governments, institutions and human resources departments to effectively solve the problem of non-staff personnel in organs and institutions. Taking the situation of non-staff personnel in Wendeng District of Weihai City as the object of study, this paper makes a thorough analysis of the current situation of non-staff personnel in this area, and makes a thorough analysis of the political and economic problems that lead to the expansion of non-staff personnel in Wendeng District. At the same time, it systematically collects, collates and classifies all kinds of documents and research results about non-staff personnel, through the analysis of information. On the basis of this, the author puts forward the countermeasures to control the scale of non-staff personnel in the government and public institutions. The author tries to analyze the situation in the new situation. This study provides some price reference for promoting the government to simplify the administration, solving the contradiction between supply and demand, and improving the level of organization management.
