新中国初期江津县农村建党工作研究（1949—1956）

【摘要】：党的建设是中国共产党夺取革命胜利的三大法宝之一。无论是革命战争年代还是社会主义建设和改革开发的新时期,党的建设都是中国共产党狠抓不懈的政治任务。新中国成立初期,面对新解放区特别是广大农村地区尚未建立党组织的境况,在中共中央统一部署下,各地先后开始了有计划的建党工作。处于西南地区新解放区的江津县在基本完成剿匪反霸、减租退押和土地改革等一系列繁重的政治、经济和社会改革后,在中共中央西南局的领导下,有计划、有步骤的进行了农村建党工作。综观建国初期江津县的农村建党工作,以时间逻辑而言,其大致可分为农村建党工作的起源、初步尝试、全面推进、起伏变化和最终纠偏完成建党工作几个阶段。早在江津县开展农村建党工作之前,即解放战争时期,中共中央已在东北解放区进行了广泛的农村建党工作,不但加固了中共在东北地区的执政地位,而且为全国的解放战争提供了有力的战略支撑。东北地区的农村建党工作更为此后新解放区的农村建党工作探索出了有益的经验。江津县解放以后,原有的地下党组织迅速配合接管并参与了全县的领导工作。但长期严酷的战争环境和大规模的破坏,导致全县党组织不全、党员较少,甚至广大的农村地区尚未有党组织或党员存在,江津县农村建党工作就在此背景之下展开。起初,江津县委在农村整党训练班和土改训练班中谨慎的发展了少部分农村党员,以此来应对农村党员不足的窘境,这也成了江津县农村建党工作的初步尝试阶段。但面对农村党员严重缺乏而导致农村工作难以开展的现实,也为了巩固农村地区的政权,在土改基本结束的前提下,江津县委开始了大规模的农村建党工作,并选择部分区乡做实验。以此摸索形成了符合江津县本地实际的农村建党工作的初步经验。此后,在中共中央的统一部署安排下,农村建党工作在全国范围内全面推进,江津县也卷入全面推进农村建党工作的洪流之中。随着农业合作化的到来,农村建党工作和轰轰烈烈的合作化运动又紧密的结合在一起,建成交葛之态。借助农业合作化运动之势,江津县农村建党工作掀起了高潮,进入快速发展时期,并随农业合作化运动的进展态势而起伏变化。在此期间,江津县委在上级党组织的指导之下,在大力推进农村建党工作的同时,积极部署实施农村建党纠偏工作,使之虽偶有偏离之势,但最终回入正常轨道,使之成为一项日常性工作。江津县经过大规模、持续性的农村建党工作,最终实现了农村建党任务。通过对江津县农村建党工作各个环节的考察分析,可以发现如下特点:一是阶级路线贯穿建党工作之始终;二是建党工作与各阶段农村中心工作相结合进行;三是发展农村党员既看重阶级成分也考量现实表现,甚至两者成纠葛之势。相较于数十年前,虽然当前的社会情势有了根本的变化,但它探索的历史经验依然对当下的党建工作有着极大的现实借鉴意义:一是坚持党的领导,党要管党。党的建设工作的领导权必须牢牢掌握在党的手中,担负起管理党的主体责任;二是坚持党务工作与行政工作相结合。党务与行政结合开展,在实践中培养党的后备军、在实践中锻炼党的干部,是保证党的事业长盛不衰的重要方法;三是全面提升党的治理能力,提高执政能力建设。这是党建工作的重要目的,执政能力的提升可以促进党的建设的发展。尽管江津县农村建党工作出现过偏差甚至是失误,但江津县各级党组织却一直在进行纠偏的努力并基本获得成功,这也是其伟大之处。农村建党工作对新中国成立之后的乡村社会政治格局影响深远,它彻底打破了农村社会旧有的政治秩序,建构起了中共掌控之下的新的政治关系,从而打通了中央权力传输的渠道,成为此后中共在农村进行变革的组织基础。
