美国教育精英决策模型及其案例研究

【摘要】：精英决策模型是各领域选举或选拔出具有较高知识、道德与威望的个人为该领域权力集中行使的代表,并以这些优秀的群体为视角,分析其在公共决策中如何为了某些预定目标,而对活动实施最优方案的决策模式。美国的精英集团种类与性质繁多,包含了政治、经济与教育等各个领域。美国的教育决策很大程度上也体现为精英集团制定、执行与反馈的决策过程,因此也形成了较为完善的教育精英决策模型。本文采用文献法、比较法以及案例法,在梳理与阐述了精英决策的相关理论的基础上,结合美国教育精英决策的实情,笔者建构了具体化的教育精英决策模型,并对模型的要素条件、运行过程及相关的美国教育精英决策模型的具体案例进行剖析与研究。从精英决策的视角剖析美国教育政策不仅可以加深对美国教育决策过程优点与弊端的认识,同时也为我国教育决策的改进与完善提供经验与参考。本研究主要由四个部分组成。从共性问题出发,在精英决策理论阐释的基础上,对精英决策的流程进行剖析,建构出教育精英决策的一般政策分析模型;再者进行个性研究,以教育为着眼点,从精英决策的参与与运行两个层次,立体式分析美国教育精英决策模型;其次是运用教育精英决策模型,从精英决策的视角运用教育精英决策模型对美国教育决策进行具体案例分析,对教育精英决策模型在美国教育领域的运用进行深层次的研究与分析;最后总结分析美国教育精英决策模型的优缺点,在此基础上得出对我国教育决策改进与完善的相关启示与镜鉴。本研究在运用文献法、比较法与案例分析法的基础上,对相关文献进行收集与整理,注重对文献的比较分析,对政治学、经济学与教育学等领域的精英决策模型的理论与运行机制等进行深入思考与分析,选取美国具有重要历史意义的《国防教育法》为个案,运用教育精英决策的一般分析模型对该案例进行具体分析,把握美国教育精英决策模型的本质属性,加强本研究的实用价值,为我国教育政策的合理化以及科学的教育决策提供理论及实践中的镜鉴。
[Abstract]:The elitist decision-making model is to elect or select individuals with higher knowledge, morality and prestige as the representatives of the centralized exercise of power in this field, and take these excellent groups as the perspective. This paper analyzes the decision-making mode of how to implement the optimal program for certain predetermined goals in public decision-making. The elite groups in the United States have a wide variety of types and nature, including politics. In many fields, such as economy and education, the educational decision-making in the United States is to a large extent reflected in the decision-making process of the elite group to make, implement and feedback. Therefore, a more perfect educational elite decision-making model has been formed. This paper adopts the literature method, comparative method and case law, on the basis of combing and expounding the relevant theories of elite decision-making. Combined with the facts of American educational elite decision-making, the author constructs a concrete educational elite decision-making model, and analyzes the essential conditions of the model. From the perspective of elite decision-making, the analysis of American education policy not only can deepen the understanding of the advantages and disadvantages of the American educational decision-making process. . At the same time, it also provides experience and reference for the improvement and improvement of educational decision-making in China. This research is mainly composed of four parts. The process of elite decision-making is analyzed and the general policy analysis model of educational elite decision is constructed. Thirdly, to carry on the personality research, take the education as the starting point, from the elite decision-making participation and the movement two levels, the three-dimensional analysis American education elite decision-making model; The second is to use the educational elite decision-making model, from the perspective of elite decision-making, using the educational elite decision-making model to carry out a specific case study of educational decision-making in the United States. The application of educational elite decision-making model in the field of education in the United States is deeply studied and analyzed. Finally, this paper summarizes and analyzes the advantages and disadvantages of the American educational elite decision-making model, and on this basis, draws the relevant enlightenment and mirror for the improvement and improvement of educational decision-making in China. On the basis of comparative law and case analysis, this paper collects and arranges the relevant documents, pays attention to the comparative analysis of the literature and the political science. The theory and operation mechanism of elite decision-making model in economics and pedagogy are deeply considered and analyzed, and the National Defense Education Law of important historical significance is selected as a case study. Using the general analysis model of educational elite decision-making, this paper makes a concrete analysis of the case, grasps the essential attribute of American educational elite decision-making model, and strengthens the practical value of this study. It provides theoretical and practical lessons for the rationalization of educational policy and scientific educational decision.
