【摘要】：信息化不仅改变了人们的生产方式,还改变了生产的管理和人们生活的方式。民族发展从政治、经济、社会、文化、生态等各个方面受到信息化发展的影响,因此民族工作也不可避免地受到这一时代背景的影响。信息化将会在民族工作系统引发一场深刻的变革,这些变革对我国当前民族工作提出了巨大挑战,更为我国进一步深化民族工作的深度和广度提供了难得的机遇。民族工作部门依据《国家电子政务“十二五”规划》和《民族民委信息化建设规划(2011-2015年)》关于加快民族工作部门信息化建设和民族事务管理和服务信息化建设的要求,在实现办公数字化、核心业务应用系统信息化、推进信息化基础设施以及民族工作信息化体系建设上取得了丰厚的成果。但是,民族工作信息化建设的现实情况表明,信息化作为先进生产力代表的价值和作用,并没有充分地显示和发挥,尤其是当前我国的民族工作信息化建设缺乏一个能够起到全面控制和导向作用的管理制度和管理体制。要真正做到“准确把握新形势下民族问题、民族工作的特点和规律,统一思想认识,明确目标任务,坚定信心决心,提高做好民族工作能力和水平”,民族工作信息化的建设和快速发展势在必行。由此,本文结合对我国民族工作信息化建设发展情况的研究,分析当前民族工作信息化建设的所面临的现实背景,总结民族工作信息化所取得的成就以及当前民族工作信息化所面临的问题,提出当前民族工作信息化提升的实现策略,对进一步提高我国民族工作信息化的利用水平和研发能力加以展望,提出一些建议。文章一共分为三个部分：第一部分论述了信息技术的兴起对当前民族工作的影响,民族工作的主体和客体不仅受到信息化发展的影响,民族工作部门还应抓住技术带来的机遇提高做好民族工作的能力；第二部分分析了我国民族工作信息化所取得的成就和面临的问题,信息化的局限性和民族工作内容、对象的复杂性是民族工作信息化未来发展所要积极面对和解决的问题；第三部分针对当前民族工作发展现状和民族工作与信息化的新发展提出当前民族工作信息化建设的现实策略,并设计了提升当前民族工作信息化的系统架构。
[Abstract]:Informatization not only changes the mode of production, but also changes the management of production and the way people live. The national development is influenced by the development of informatization from the political, economic, social, cultural, ecological and other aspects. Therefore, the national work will inevitably be influenced by the background of the times. Informatization will lead to a profound change in the national work system, which has brought great challenges to the current national work in our country. The depth and breadth of our country's further deepening of national work provide a rare opportunity. The work departments for ethnic minorities shall base themselves on the 12th Five-Year Plan of the State E-Government and the Plan for the Informatization Construction of the National people's Commission (. The requirements for speeding up the informatization construction of ethnic affairs departments and the management of ethnic affairs and the construction of service informatization. In the realization of office digitization, the core business application system informatization, the promotion of information infrastructure and national work information system construction has achieved rich results. The reality of information construction of national work shows that the value and function of informatization as the representative of advanced productive forces has not been fully displayed and brought into play. In particular, the current information construction of ethnic work in China lacks a management system and management system that can play a comprehensive control and guiding role. We should truly "accurately grasp the national problems under the new situation." The characteristics and laws of ethnic work, the unification of ideological understanding, the clear goal and task, the firm determination of confidence, and the improvement of the ability and level of ethnic work, "it is imperative that the construction and rapid development of information for ethnic work be carried out," he said. Based on the research on the development of national work informatization construction in China, this paper analyzes the realistic background of the current national work information construction. This paper summarizes the achievements of the national work informatization and the problems faced by the current national work informatization, and puts forward the realization strategy of the current national work informatization promotion. The author looks forward to further improving the utilization level and R & D ability of our country's national work informatization. Put forward some suggestions. The article is divided into three parts: the first part discusses the rise of information technology on the current national work, the subject and object of national work is not only affected by the development of information technology. The department of national work should also seize the opportunity brought by technology to improve the ability of doing the national work well; The second part analyzes the achievements and problems of our national work informatization, the limitations of informatization and the content of national work. The complexity of the object is the problem that we should face and solve actively in the future development of the national work information; In the third part, according to the current situation of the development of the national work and the new development of the national work and informatization, the paper puts forward the realistic strategy of the current national work informatization construction, and designs the system structure to enhance the current national work information construction.
