从科层治理到网络治理：省管县改革后的市县关系研究

【摘要】：省市县府际关系改革一直是我国行政管理体制的重要组成部分,而市与县作为地方政府的两大重要主体,市县关系的变革对于政府间关系的调整以及地方治理都具有重要影响。在市管县体制下,市与县是一种纵向上的领导与被领导的隶属关系,治理结构上主要是传统的科层制模式。随着我国政治、经济体制改革的不断深入,社会主义市场经济体系的逐步发展与完善,市管县体制以及基于刚性约束、命令服从的传统科层治理模式的弊端越来越明显。基于此,省管县改革逐步被提出。作为对市县关系的再次调整,省管县改革在增强县域经济发展的自主性,实现城乡统筹,推动新型城镇化的建设方面取得一定的成效。但同时,省管县改革也面临一系列新的困境。文章结合各地省管县改革开始后的实践,对省管县改革过程中市县关系方面出现的新问题进行了总结,主要表现在：市县政府间的恶性竞争加剧,市县政府间的协调难度增加,区域间的公共物品难以有效供给等。针对省管县改革过程中市县关系面临的困境,文章进一步从区域治理结构,区域协调机制,市县政府间的责权利界定等方面分析了面临困境的原因。省管县改革开始后,对于实行全面省管县改革的地区,市县政府间的关系已经由原来的行政隶属关系变为平等的竞争与合作关系；而对于实行财政省管县改革的地区,市与县在财政上也成为一种平级关系。在省管县体制下,如果继续按照传统模式处理市县之间的关系,难以避免我国的行政管理体制将陷入“矛盾激化—区划调整—矛盾激化—区划再调整”循环往复的怪圈。省管县改革的初衷是激发县域经济的活力,但同时省管县改革的本意也不是要损害地级市的利益,而是要实现市县的协调发展。尤其是在社会主义市场经济发展日益成熟,社会不断进步的条件下,政府需要改变传统僵化的科层治理模式,引入新的治理结构,重新构建省管县改革开始后的市县关系。因此,文章提出以网络治理理论为支撑,从形成平等协商的网络化合作结构、建立科学高效的区域协调机制、理清市县政府间的责权利关系、培育以社会资本为基础的信任机制、构建市县协调发展的保障体系等五个方面,构建有效的地方区域治理体系。
[Abstract]:The reform of county government relations between provinces and cities has always been an important part of the administrative management system of our country, and the city and county as the two important subject of local government, and the change of the relationship between the government and the adjustment for local governance has an important influence. Based on this, the province governing county reform is proposed. As to the relationship between cities and counties again adjusted the province governing county reform in enhancing the autonomy of the county economic development, realize the integration of urban and rural areas, promoting new urbanization Some achievements of the construction. But at the same time, the province governing county reform is also facing a series of new problems. On the basis of the practice of county reform after the start of the tube around the province, the province tube county of new problems in the reform process of the relationship between cities there are summarized, mainly in: City, county government exacerbate the vicious competition between the difficulty of coordination between governments, cities and counties, regional public goods to supply.
According to the province tube county reform facing the relationship between cities in the process of the plight of the further from the regional governance structure, regional coordination mechanism, the causes of the difficulties faced by the analysis of profit between the county government and other aspects of the definition of the province governing county reform began, for the full implementation of the province governing county reform area, the relationship between the county government has the administrativerelationship turned into the relationship between competition and cooperation on the basis of equality; and for the implementation of the province governing county fiscal reform area, city and county level has become a kind of relationship in finance. In the province governing county system, if it continues to follow the traditional mode of handling the relationship between cities and counties, it is difficult to avoid the administration of our country the management system will fall into the "contradictions, conflicts and divisions - divisions adjustment to adjust the cycle of the cycle. Therefore, in this paper the network governance theory, from the network structure formed of equal consultation, to establish a regional coordination mechanism of scientific and efficient, clarify the responsibility relationship between the city and county government, cultivate the trust mechanism based on the social capital construction, coordinated development of the city and county security system from five aspects such as the construction of effective local the regional governance system.
