全球价值链视角下中美制造业贸易失衡与美国贸易保护主义

【摘要】：特朗普所宣扬贸易保护主义政策的立足点是美国制造业工人失业,希冀通过提升就业率实现3.5%(或4%)经济增长目标。在全球价值链的视角下,对中美不同技术含量的出口贸易额进行完全分解,判断中美制造业贸易利得情况,得出制造业回迁违悖经济学逻辑,导致美国生产的制造品成本上升,消费者购买力下降,反而会阻碍经济增长。美国政府以贸易逆差"受害者"的身份指责中国无非是想与中国讨价还价实现其他的政治经济目的。对于中国而言,美中货物贸易逆差存量无法在短期内改变,可以从增量上寻求突破,向更高技术和知识密集度的生产环节、工序和服务流程"攀升"全球价值链。
[Abstract]:The foothold of Trump's protectionist policies is the unemployment of American manufacturing workers, hoping to achieve the 3.5% (or 4) economic growth target by boosting employment. From the perspective of global value chains. The export trade volume of different technology content between China and the United States is completely decomposed to judge the profit of Sino-American manufacturing trade, and it is concluded that the return of manufacturing industry is contrary to the economic logic, which leads to the rise of the cost of manufactured goods produced in the United States. A decline in consumer purchasing power could instead hamper economic growth. The U.S. government, as the "victim" of the trade deficit, accused China of trying to bargain with China for other political and economic ends. The US and China's stock of goods trade deficits cannot be changed in the short term, and they can seek incremental breakthroughs by "climbing" global value chains to more technologically and knowledge-intensive production, processes and service processes.
